Job Description

Summary

This job involves using math and data analysis to evaluate military strategies and predict outcomes for the U.S. European Command, helping leaders make better decisions on operations.

About the Position: You will conduct strategic level assessments as part of implementing USEUCOM's Theater Strategy for the command.

Recognized as a command expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, statistical, econometric, and other scientific methods and techniques and provide advice and insight about the probable outcomes of alternative courses of action.

Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) conducting operations research and quantitative techniques to solve problems in operational strategy; (2) developing assessments of performance or effectiveness on organizational activity or systemic environmental status or behaviors; (3) developing analytical models and methods; AND (4) managing people and staff processes in support of an analytic project.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Major Duties:

  • Formulate and execute USEUCOM’s strategic level assessments, studies and analyses.
  • Employ simulation tools, data mining, artificial intelligence, and other operations research/systems analysis skills to assess unique technologies and concepts that can be applied to strategic assessment.
  • Participate as a member of numerous operational planning teams focused on conducting strategic level assessment as part of implementing USEUCOM’s theater and global strategy.
  • Collaborate with planners in the development of plan objective wargaming and courses of action.
  • Transform diverse performance characteristics into physical and operational parameters, gather information from diverse source and extract that information into critical analysis parameters for USEUCOM and global problem sets.
  • Conduct strategic level assessments in support of Joint Staff and as part of implementing USEUCOM’s Theater Strategy for the command.
  • Analyze risk posed by various threats and provide data-informed recommendations to leadership on ways to mitigate risk and achieve objectives.
  • Initiate and formulate plans and carry out project(s) through extensive and specialized original performance analyses and evaluations.
  • Conceive, plan, and execute the extremely complex, technically exhaustive, and broad studies and analyses in support of operational analysis.
  • Represent the command on strategic defense committees and operational concepts briefings.
  • Serve as an authority and consultant to other organizations, commands, and/or agencies.
