Summary

This job involves leading advanced studies on air mobility operations, focusing on aerial refueling, airlift, and related capabilities for the U.S. Air Force.

The primary purpose of this position is: To serve as a senior operations analyst and technical Authority who leads air mobility operational capabilities studies using analysis methods and Techniques over a broad range of functional areas, but primarily in aerial refueling and airlift performance capabilities.

In order to qualify, you must meet the basic requirement and experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics.

At least 3 of the 24 semester hours must have been in calculus.

YOU MUST SUBMIT TRANSCRIPTS In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes applying mastery of several specialized areas of operations research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature.

Utilizing research techniques and concomitant ability to obtain information concerning subject studies to be able to perform sound analyses.

Thorough knowledge of aerial refueling, airlift, and aeromedical evacuation capabilities and technologies. Understanding of the Mobility Air Forces and air mobility limitations and capabilities.

Coordinate extensive projects in assigned areas of responsibility. Identify significant variables and determine their underlying relationships.

Use advanced techniques, and modify or extend theories, precepts, and practices of operations research and related sciences and disciplines to gain insight into the study at hand.

Comprehend, use, and adapt very complex, sophisticated aerial refueling and airlift performance models to develop comprehensive long range force structure and capabilities alternatives for senior leadership.

Establish and maintain effective relationships with customers, information sources and project team members.

Knowledge of the relationships between external air mobility and transportation community organizations and USTRANSCOM and its components is crucial for analyzing mobility system performance and implementation plans for improved capabilities.

Apply written and oral communication sufficient to present information on the scope, methods, and results of studies.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Expert knowledge of the Rapid Global Mobility mission area with particular emphasis on aerial refueling operations, capabilities, and technologies.

Must possess a thorough knowledge and understanding of both US and foreign air mobility operations capabilities.

Thorough knowledge of all AMC and USTRANSCOM missions, policies, organizations, and staffing procedures. 2.

Knowledge of policies and procedures applicable to security/classification and Privacy Act programs. 3.

Mastery level skill in a broad range of operations research techniques; skill in use of and ability to apply quantitative techniques and application of air mobility models with a focus on aerial refueling capabilities to solve problems or define and clarify alternative solutions for senior management.

Extensive knowledge of current Air Force (or similar agency) modeling, simulation, and analysis capabilities, resources, and organizations. 4.

Expert skill in presenting/defending findings and recommendations with respect to military utility analysis, multi-objective decision analysis, sensor performance modeling, and other analysis concepts.

5.

Ability to lead and organize study teams and to originate and promote new ideas, projects, and methodologies as well as execute projects and/or studies within established financial and/or time constraints.

6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Leads Performance Analysis. Performs Analyses and Assessments of Air Mobility Operations. Serves as Organizational Representative and Liaison.

Leads the Development of Resource Analysis Methodologies and Techniques, and Establishes Requirements for the Development of Models, Simulations, and Analytic Tools.

Provides technical guidance, advisory support, and assistance on entire projects and/or major phases of a project with broad and varied air mobility application.

Participates in Professional Development Activities and Maintains Technical Proficiency.
