About the Position: Works under the broad direction of the Director of Public Works (Directorate of Public Works), (DPW), who sets forth broad and general policies, objectives, and priorities in support of the installation mission.

Incumbent is expected to independently plan, organize, and execute the program for and the mission of the Operations and Maintenance Division.

Work is reviewed through evaluation of the effectiveness of results achieved and the overall quality of judgment exercised.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-12.

You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

5305. Major Duties:

  • Serve as the Division Chief and as an expert advisor and technical consultant to the Director of Public Works, The Director of Public Works Staff, the Garrison Commander, Senior Commanders and key personnel of tenant activities.
  • Responsible for all management aspects of the Buildings and Grounds Branch and Utilities, Customer Service Center operations. You will also be responsible for supervising employees within your division.
  • Oversee and/or determines requirements for in-house maintenance, repair, alteration, restoration, addition and construction of buildings, structures, utility systems, roads, grounds and pavements.
  • Direct the coordination of Operations and Maintenance activities, facility construction, maintenance, land management and equipment operation activities.
  • Perform technical surveillance over contracts for facility improvement, major services contracts, short-term construction contracts and other DPW initiated contracts.
  • Oversee preliminary engineering investigations to determine the feasibility and validity of new projects, analyzing conditions and making appropriate recommendations.
  • Perform personnel management functions in directing a group of personnel engaged in the accomplishment of the operations through two or more supervisors/foremen.
