THIS POSITION IS ASSIGNED TO THE OFFICE OF SUPPORT SERVICES (OSS) LOGISTICS TEAM.
This position will manage, and serve as the primary point of contact for, the Office of Support Services (OSS) 1033 Federal Surplus program. Oversee the full lifecycle of excess Department of Defense (DoD) property including acquisition, tracking, and final distribution. Ensures compliance with all relevant Defense Logistics Agency (DLA), Law Enforcement Support Office (LESO), and South Carolina Department of Administration mandates/procedures. Ensures quarterly agency liaison meetings are held and documented. Provides OSS Logistics radio and armory support as needed, and Law Enforcement support during agency wide events.

Manages all 1033 program daily operations. Proactively sources and acquires approved military surplus equipment suitable for use by any South Carolina Department of Public Safety (SCDPS) division (emphasizing cost savings). Must obtain written authorization from the OSS Director before acquiring permanent Federal assets.

Maintains a lean unissued inventory by verifying operational needs prior to acquisition and ensuring the immediate distribution of goods to relevant divisions. Responsible for the identification and organization of inventory and purging of surplus or unusable assets to include the prompt return of 1033 Program goods to federal bases when required or following internal surplus procedures.

Ensures departmental compliance with all 1033 rules and regulations regarding the acquisition and mandatory tracking of records and equipment for both federal and internal audits.

Maintains detailed records of all 1033 goods acquired and distributed in a daily tracking spreadsheet. Confirms the classification of goods with supervisor and/or the OSS Director.

Assists with coordinating the deployment of equipment for special assignments (primarily working with the South Carolina Law Enforcement Assistance Program), and during major incidents and/or disasters. Will be required to respond in a law enforcement capacity to major events/disasters as directed by SCDPS command.

Assists the Radio Communications Team, the Armorer, and any other units within OSS, at the discretion of the OSS Director.

Participates in traffic enforcement duties in a support capacity as necessary when directed by the agency or OSS director.

Serves as an instructor for the civilian 4-hour Defensive Driving Course. Performs other duties as assigned.





Requirements

State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency.

Must be certified as a South Carolina Class I Law Enforcement Officer, and met the qualifications of a Sergeant (Law Enforcement Officer IV) with SCDPS.

Must have served six (6) years in law enforcement within any SCDPS law enforcement division, or have experience, knowledge and rank comparable to that of an SCDPS Sergeant from another SC law enforcement agency.

Must have thorough working knowledge and experience in the federal 1033 program.

Must have demonstrable proficiency with Excel for data entry and reporting functions and be proficient with Word and Outlook.

Basic radio operation and troubleshooting abilities are required.

Work is primarily performed in an office and warehouse environment. Driving (in and out-of-state) will be required. Ability to lift upwards of 50lbs. required. Overnight and after-hours work may be required; weekend data review is required.

Must be able to respond in a law enforcement capacity to critical incidents when called upon or to critical situations deemed necessary by supervision.

Qualifications

Military supply, 1033 and/or General Service Administration employment experience highly preferred. Armorer experience & certification strongly preferred.

Knowledge of Citrix/SAP (or equivalent) is desirable.

This position is responsible for upholding all requirements of a SC and DPS Law Enforcement Officer. Enforces criminal laws, responds to civil unrest, natural disasters and perform other law enforcement duties as deemed necessary. Provides guidance and direction to less experienced officers in the performance of their duties. Responsible for proper maintenance of uniform, equipment and sensitive items issued by the agency. Accountable for proper handling of public funds and physical evidence.
