Full Job Description

The position is located in the Office of Emergency Management, Directorate of Domestic Operations and Emergency Services; Bureau of Administration (A/DOES/OEM).

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demo Experience overseeing the daily management of enterprise-wide preparedness and continuity operational activities within a large, globally engaged organization, ensuring seamless execution of mission-critical functions during emergencies or disruptions.

Experience developing multi-year program management plans, incorporating advanced analytics and performance metrics, to make informed, data-driven decisions.

Experience conceptualizing and messaging development, drafting and editing of written and oral products, and delivering formal and informal presentations and products to a nationally distributed workforce and senior level leadership of the organization.

Experience leading a multi-disciplinary group of subject matter experts in developing integrated and coordinated approaches to address operational improvements, drawing upon limited personnel and budget resources.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-15 position.

NOTE: Applicants must meet time-in-grade requirements by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Major Duties:

  • Manages OEM operations through three Division Chiefs who are responsible for emergency response and exercises; continuity and resilience; and continuity communication.
  • Acts as the senior advisor to the Deputy Assistant Secretary and other senior leaders on all matters pertaining to Department-wide continuity and domestic emergency management operations.
  • Implements program guidance and direction as it relates to continuity and domestic emergency response/recovery planning and readiness.
  • Coordinates the Department's framework for response/recovery in government-wide declared emergencies.
  • Serves as the principal operational liaison between DOS and other federal, state, and local entities concerning domestic emergency response/recovery problems and issues.
