Job Description

Summary

This job assists in running a national center that coordinates wildfire response across government agencies, handling the movement of firefighters and equipment during emergencies.

It involves analyzing fire situations, managing budgets, and ensuring everything follows rules and policies.

It's a good fit for someone with hands-on experience in wildland firefighting and leading fire management teams who wants to work on big-picture coordination from Boise, Idaho.

Key Requirements

  • One year of specialized experience at GW-11 level (for GW-12) or GW-12 level (for GW-13) in federal wildland or prescribed fire management, including resource mobilization
  • Prior wildland firefighting experience required for secondary firefighter retirement coverage
  • Ability to analyze fire situations, negotiate priorities with geographic areas, and manage national shared resources
  • Experience developing and implementing fire program budgets, including partial or full budgets considering changing priorities
  • Skills in negotiating, managing, and implementing agreements with cooperators and external entities
  • Knowledge of fire management laws, regulations, policies, and standards for national monitoring and compliance
  • Proficiency in logistical support methods and business principles for mobilizing fire response resources

Full Job Description

This position is located within the Washington Office Fire and Aviation Management (WO-FAM) Operations Risk Management unit.

The incumbent is an assistant to the NICC Center Manager, and is responsible for national mobilization and demobilization operations.

Specialized Experience Requirement: GW-12: You must have one year specialized experience equivalent to the GW-11 in the Federal service.

Examples of specialized experience include: Managed a wildland and/or prescribed fire management program at a unit level including mobilization of emergency resources; and/or Developed, coordinated and implemented a partial fire program budget; and/or Developed and implemented agreements with cooperators; and/or Maintained relationships with entities external to the organization regarding fire management program issues.

GW-13: You must have one year specialized experience equivalent to the GW-12 in the Federal service.

Examples of specialized experience include: Managed, directed and evaluated a fully integrated wildland and/or prescribed fire management program including mobilization of emergency resources; and/or Developed, coordinated and implemented a full fire program budget to effectively manage and utilize available dollars taking into consideration changing priorities; and/or Negotiated, managed and implemented agreements with cooperators; and/or Formed and maintained liaisons with entities external to the organization, and spoke for the organization on fire management.

Selective Placement Factors FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336 (CSRS) and 8412(d) (FERS). Prior wildland firefighting experience is required.

There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.

  • Duties listed are at full performance grade GW-13 level.
  • Analyze fire situations, available resources, and negotiates with various Geographic Areas to establish priorities for nationally shared resources.
  • Responsible for the development and implementation of the International Mobilization Guide, Military Use Handbook, and Detailers Handbook for the National Interagency Coordination Center (NICC).
  • Monitor fire management activities nationally for compliance with laws, regulations, policies and standards, providing advice to the National Interagency Coordinator Center (NICC) Manager.
  • Utilize logistical support methods in the mobilization of national fire response resources to provide for sound business management principles.
  • Implement and monitor the National Interagency Coordination Center (NICC) budget including the development and coordination of interagency funding.
  • Engage in negotiation or settlement of highly significant, controversial emergency response actions, which may threaten life or property.
  • Assist in international-interagency-interregional coordination of national fire response resources for fire response activities or other emergency activities.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
