Full Job Description

This position is assigned to the Recreation Division; Morale, Welfare and Recreation (MWR) Department; Commander, Navy Installations Command (CNIC).

This position is responsible for the control and accomplishment of management functions associated with the administration, management, operation, and utilization of the Marina facilities and assets.

Knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, handling of boats (launching, mooring, and storage), boating equipment and facilities, and recreational boating activities Knowledge of military MWR and Non- Appropriated Fund (NAF) procurement, personnel, and funding Knowledge of NAF Budgeting and activity level financial management Knowledge of asset and inventory management Knowledge of managing customer storage contracts and recurring billing Skill in promoting, scheduling, and managing recreational boating activities, such as fishing tournaments, sailing regattas, and other special events Ability to direct the work of the other employees, monitor performance, and assure adequate internal control procedures are developed and operative Ability to work independently and make sound decisions Ability to perform minor boat and marina maintenance (e.g., changing batteries, scraping and cleaning boat bottoms, painting, varnishing boats, repairing piers and decking and replacing floats) Ability to tow disabled boats Ability to operate a personal computer and perform basic word processing and spreadsheet tasks using Microsoft and site- specific software Ability to develop and effectively deliver presentations and/or training Ability to communicate effectively both orally and in writing Major Duties:

Program Management duties comprise 75% of incumbent's time and include but are not limited to: Plans, develops, organizes, promotes, coordinates, executes, evaluates, and manages the assigned Marina/ Sailing program Ensures the economic and efficient operation of the assigned facility to include: supervising and directing work, ensuring a safe and pleasurable environment for all patrons, ensuring the cleanliness and good repair of the facility, reporting any damages, mechanical or other breakage or malfunction, and reporting/ correcting safety hazards, following up as necessary Serves as a fund custodian, ensuring internal controls (e.g., cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards, procedures and objectives Ensures registers are properly rung out at the end of each shift, change funds are properly accounted for and secured.

Reports all cash discrepancies in accordance with local directives Assists with the annual budget Serves as property custodian for all equipment and ensures the appropriate receipt, tagging, and disposition of assets Performs a variety of related administrative duties Prepares purchase orders for equipment, parts and supply as required Oversees a sailing program Assists in issuing and receiving rental equipment from customers, assists customers in hooking up trailers, loading and unloading of equipment into personal vehicles Ensures grounds and facilities are maintained and clean Supervisory duties comprise 25% of the incumbent's time and include but are not limited to: Directs work to be accomplished by staff Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities Conducts annual performance reviews of staff Participates in section staffing decisions Ensures staff receives proper training to fulfill requirements of their positions Addresses potential disciplinary and/ or performance issues timely and takes appropriate, corrective actions as necessary Supports CNIC's Equal Employment Opportunity policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable Directly supervises assigned staff to include a diverse work force of Non- Appropriated Fund civilians (NAF)
