The primary purpose of this position is to serve as a Munitions Handler (Motor Vehicle Operator) performing intermediate-level maintenance/inspection of all munitions, to include all related components and equipment; and validation of maintenance/inspection procedures.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6500 Ammunition, Explosive, And Toxic Materials Work Family.

Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.

Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a MUNITIONS HANDLER (MVO) without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of conventional/special munitions and explosives to recognize the conditions for and to select alternative handling and storage procedures, special munitions handling techniques.

Ability to safely operate forklift trucks in munitions explosive environment, handling controls for starting, stopping, backing, lifting, lowering, tilting, and driving forklift trucks through narrow aisles, up and down ramps, and in and out of trucks.

In-depth knowledge of munitions loading, handling and placing functions, such as munitions accountability, receiving, storage, issuing, transporting and preservation.

Ability to safely drive and operate a motor vehicle in a munitions and explosive environment, including skill in manipulating controls for starting, stopping, backing, and driving vehicles in all types of traffic and road conditions and in judging overhead, side clearance, turning radius, and braking distance.

In-depth knowledge of ground and explosive safety requirements as outlined in applicable safety standards.

Thorough knowledge of hazardous waste classifications to ensure compliance with Environmental Protection Agency (EPA) Military Munitions Rule.

Knowledge of Safety, Occupational Safety Health Administration (OSHA) and security regulations, practices and procedures concerning munitions, warehousing and shipping/receiving.

Skill in the use of automated material processing equipment, computer terminals, optical readers, and scanners.

PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. May lift and carry weights up to 80 pounds.

May handle heavier items with weightlifting equipment or with assistance from other workers.

Work requires light to moderate physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand and foot controls while driving, raising, lowering, and tilting forklift trucks.

Subject to possible strain caused by vibration of forklift trucks. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire.

WORKING CONDITIONS: Work is done inside and outside in an explosive environment where there is potential for explosions and fires.

Works in close proximity to safety and health risks inherent to conventional munitions and explosives. Works in areas that may be hot, damp, cold, drafty, or poorly lighted.

Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falling material, or injury from equipment.

May be exposed to dust, dirt, grease, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardous materials area.

Required to wear protective clothing, such as steel-toed shoes, gloves, face shields, and hearing protection. Drives motor vehicles in all types of traffic and weather conditions.

May be exposed to work closely with others or alone. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

- Responsible for executing, organizing/coordinating effective conventional/special munitions and explosives storage/handling operations.

Stores/handles munitions items in base stockpile IAW appropriate instructions and safety/security directives. - Operates Combat Ammunition System in accordance with applicable instructions and manuals.

Maintains document files and accountable records. Manages the excess serviceable/unserviceable munitions program. Performs materiel control functions for the munitions stockpile.

- Responsible for an effective conventional/special munitions, explosives shipping and receiving operations. Independently performs a complete range of munitions shipping and receiving assignments.

Secures incoming vehicles into holding areas; verifies quantities received with receiving documents and takes appropriate actions.

- Conducts munitions pre-task safety briefings to ensure all personnel are aware of the hazard/class division of explosives involved prior to the start of all operations.

Task instructions may be in the form of TCTO's or other locally developed, approved directives for the receipt, inspection, repair, maintenance, storage, delivery or movement of munitions.

- Operates general purpose and special purpose vehicles.

Including, but not limited to 4K~50K capacity forklifts,1 ~ 5 ton stake-bed, pickup, panel and flatbed and 10 ton tractor and 25' ~ 40' trailers typically having a gross vehicle weight of 80,000 pounds or less on base and public roads, in order to move, deliver, load and unload, and position munitions assets.
