Full Job Description

This position resides in the Grounds and Transportation Division, within the Maintenance & Operations Section of Engineering Service.

The incumbent perfoms duties as a Motor Vehicle Operator as well as a Gardener. Approximately 75% of the incumbent's efforts will be spent as a Motor Vehicle Operator, and 25% as a Gardener.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.

Must possess and maintain valid State Commercial Driver's License (CDL) You must have the ability to perform the duties of a Motor Vehicle Operator (MVO) without more than normal supervision.

This includes, but is not limited to: Skill and knowledge to operate vehicles over a variety of roads, including interstate highways, narrow roads, and on uneven, rough terrain; skilled in handling the controls for starting, stopping, backing, and driving all vehicles and equipment; Skill in manipulating a variety of controls and understanding equipment gauges; skilled in evenly applying fertilizer, in preparing soil mixtures, and in planting seeds and shrubs.

Also skills with communication and interpersonal relations, including the ability to appropriately and courteously relates to internal and external customers; Maintenance of confidentiality of patient/employee information, electronic and print; the medical center performance improvement program; and how to work and function in the medical center in a safe manner, including infection control and the correct operation of equipment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements/Working Conditions: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.

The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries.

The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather.

There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. Work requires arm and leg movement to manipulate equipment controls.

Work also involves moderate physical effort in operating, turning, backing and controlling vehicles, which carry heavier loads or large number of passengers.

Frequent reaching, bending, turning, lifting, pulling, pushing, kneeling, climbing ladders and carrying heavy tolls, equipment and material over 50lbs is required.

The position also requires periods of extended sitting. The incumbent perfom1S duties as a Motor Vehicle Operator as well as a Gardener.

Approximately 75% of the incumbent's efforts will be spent as a Motor Vehicle Operator, and 25% as a Gardener. Major Duties:

Major duties and responsibilities include: Receiving work assignments and direction regarding work methods, procedures and schedules from either the Maintenance Supervisor - Grounds & Transportation and /or the Fleet Manager.

Arriving at and departing from pickup and discharge points at scheduled times. Reading installation maps and judges road/traffic conditions to determine the shortest and safest route.

Enforcing passenger safety and seatbelt use. Using multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily.

Loading and unloading passengers and medical supplies.

Performing operator maintenance such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation.

Maintaining records and document actions, such as operator inspection checklists/forms and accident/incident reports.

Using two-way radios (or other device) to maintain communications with dispatcher/supervisor on assignments and locations.

Determines materials, parts, tools and equipment required to complete repairs for vehicles and grounds equipment Cuts grass, prepares soil for planting, clearing, pruning, planting and transporting trees, shrubs, bushes and flowers, etc.

Functions as general vehicle operator driving station wagons, vans, light and heavy trucks on and off VA property Maintains and repairs walks, roads, grounds, stairs and ramps Removes ice and snow from roads, walks, stairs, ramps and vehicles Manages, cleans, and coordinates the use of government owned vehicles for employees.

Maintains trip logs, schedules, operation and maintenance records and reports.

Schedules and oversees vendor service, maintenance and repair for vehicles and grounds equipment Inspects equipment and vehicles for safety before use.

Performs operations type maintenance (cleaning, fueling, oil checks, etc.) on all equipment and vehicles.

Operates small ground equipment including, mower, string trimmers, brush cutting saws, chain saws, snow removal equipment, etc. Moves furniture and equipment, locating and arranging as directed.

Delivers mail, equipment, lab specimens and supplies to off-site locations.

Transports consultants to and from the airport and other designated destination Possessing Commercial Driver's License (CDL) is required for the position. Performs other related duties as assigned.

Working conditions: Works both indoors and out in all seasons and is subject to hot, cold, and inclement weather. Occasionally exposed to moderate amounts of noise from machinery.

As an operator, incumbent will drive in all types of traffic and weather, on and off public roads, and is exposed to the possibility of serious accidents.

The incumbent is subject to cuts, bruises, and broken bones as a result of accidents while operating and there is a change of minor injuries such as bruises, cuts, and scrapes while working as a Gardner.

The incumbent is subject to callbacks for emergency trips and snow removal.

At times the incumbent will be in areas considered contaminated by infectious disease and may have to deal with ill, confused and possibly abusive patients during transport.

DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment.

Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
