Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed.
In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade.
Appointee's civilian assignments will consist of the following duties. THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 94 AEROMED EVAC SQ with the military rank of Major-O4, AFSC: 041X3.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-11 level or equivalent.
Examples of specialized experience includes: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of AE program operations carried out by assigned administrative/professional personnel, or substantive administrative support functions (i.e.
internal activities or functions such as supply, flying operations, budget, procurement, or personnel).
Knowledge is applied in conducting studies, analyzing findings, and making recommendations on substantive operating programs.
This level includes projects and studies typically requiring knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization.
Knowledge of pertinent laws, regulations, policies, and precedents which govern the AE program and the use of AE and related support resources.
Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of AE unit effectiveness.
FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of AE mission, command relationships, operational concepts, contingency, mobility, and plans requirements; knowledge of medical readiness planning and training requirements and administrative staff functions.
2. Knowledge of relationships between various USAF entities, MAJCOMs, and DoD in overall planning and execution of military operations. 3.
Knowledge of command, control, and communication (C3) for worldwide AE; knowledge of safety, security, and EEO regulations, practices, and procedures; comprehensive knowledge of Air Force, DoD, and civilian sector operational health care systems to include, ancillary/support services, managed and contract care, medical operations and in-route medical support, and adjunct health care systems.

Ability to communicate effectively both orally and in writing; computer skills to generate data in spreadsheets and reports; ability to plan, organize, and assign work to subordinate employees; ability to analyze current or projected AE operations programs, and AE program management functions, principles, and techniques.
5. Business acumen to ensure organizational mission accomplishment; must demonstrate fiscal responsibility and accountability for allocated squadron resources. 6.
Ability to resolve complex issues, maintain good working relations; ability to plan, organize, and direct an AE system infrastructure and medical/aeromedical operations; ability to manage/coordinate health services programs to include: logistics, facilities, finance, operations/support, human resources, patient administration, AE, communications/information systems and operational reporting systems.
CONDITIONS OF EMPLOYMENT CONTINUED: This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements.
Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies.
The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities.
This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
As a designated key position, the term "key" as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e., formulates, determines or influences policies of the unit to which assigned), and has no relationship to the term "key" as defined in AFI 36-507.
Drug Test requirement was modified with AFI 90-508, Air Force Civilian Drug Demand Reduction Program, 28August 2014; Certified Current 18 December 2015 which supersedes AFI 44-107, 7 April 2010.
Positions covered by this SPD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 90-508).
This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.
AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The primary purpose of this position is: As an Air Reserve Technician (ART) Officer provides overall management for program integration/execution requirements for an operational flying aeromedical evacuation squadron (AES).
- Provides administrative oversight of operational unit activities.
Plans and organizes activities of the aeromedical evacuation (AE) unit, ensuring that financial management, information systems, training and operations, communications/administration and manpower programs comply with requirements and support mission objectives.
- Establishes and executes mission, organizational, budget/fiscal, staffing, and flying requirements to meet prescribed mission capability.
Responsible for compiling and validating operational, financial, and training data used ingenerating reports to ensure accuracy and timely submission to the Numbered Air Force, Air Force Reserve Command, and other agencies as directed.
- Provides oversight for assigned and issued organization equipment.
Develops, updates, and enforces procedures for automated data processing equipment (ADPE), communications, audiovisual, training, and operational in-flight medical equipment (IFK), and other organizational equipment items are accounted for, updated, appropriately serviced and maintained IAW Air Force directives.
- Oversees unit aeromedical training programs to ensure assigned personnel are adequately trained to perform operational AE mission. Plans, organizes, and directs training efforts.
Determines scope of training program requirements, directs formulation and submission of curriculum changes. Performs supervisory personnel management responsibilities for a small workforce.
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
- Represents the aeromedical evacuation operations function to external agencies to include wing, NAF, and HQ functional representatives, and establishes, develops, and maintains effective working relationships to further organizational goals.
Provides squadron deployment/contingency execution oversight for mission accomplishment, including AEF tasking requirements and contingency capability sourcing in support of defense support to civil authorities (DSCA).
