Full Job Description
The Iowa Department of Health and Human Services (HHS) is seeking a Medicaid Actuary to lead financial and actuarial analysis for Iowa’s Medicaid managed care program.
This role is critical to ensuring financial integrity and compliance while supporting data-driven decisions that impact healthcare for thousands of Iowans.
What’s Required
- Schedule: Monday – Friday 8am – 4:30pm.
- Location: Report to the Lucas Building in Des Moines two (2) days per week.
- Knowledge of Medicaid Programs and Policies.
- Strong verbal and written communication skills.
What You’ll Do
- Develop and monitor actuarially sound capitation rates for Managed Care Organizations (MCOs) and Dental Plans.
- Research & Analyze encounter data, claims trends, and costs to support rate setting.
- Evaluate financial performance, risk corridors, and Pay-for-Performance benchmarks.
- Prepare reports on Medical Loss Ratios (MLRs) and financial reconciliations.
- Forecast budgets and develop models to predict cost and utilization trends.
- Ensure compliance with CMS and state audit standards.
What We’re Looking For
- Strong background in actuarial science, finance, or related field.
- Experience with Medicaid or healthcare financial analysis preferred.
- Proficiency in Excel and actuarial/financial tools (SAS, R, SQL).
- Ability to present complex data clearly to leadership and stakeholders.

Qualifications
Graduation from an accredited college or university with major coursework in mathematics, statistics, or actuarial science and the experience equal to three years of full-time work conducting actuarial studies;
OR
an equivalent combination of education and experience substituting the equivalent of one year of qualifying experience for each year of the required education to a maximum substitution of four years;
OR
graduate level coursework in actuarial science or statistics may be substituted for up to one year of the required experience on the basis of 30 semester hours equals one year of experience;
OR
completion of each part of the casualty or life actuarial examination may be substituted for three months of the required experience with a maximum substitution of one year.
