Job Description

Summary

This job involves leading the creation and refinement of policies for Medicaid programs that help people receive long-term care in their homes or communities instead of institutions.

You'll advise on how new laws and rules affect these services, guide teams and states in implementing them, and evaluate program effectiveness.

Full Job Description

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Division of Long-Term Services & Support (DLTSS).

As a Health Insurance Specialist, here as Medicaid Home & Community Based Services Technical Lead, GS-0107-14, you will serve as a technical authority in the development of program policy related to Medicaid home and community-based services (HCBS).

In order to qualify for this GS-14 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Developing program policy for Medicaid home and community-based services (HCBS); AND Providing technical direction to staff, states, or stakeholders implementing Medicaid home and community-based services (HCBS) programs; AND Preparing briefing documents, analytical reports, or guidelines for program management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.

  • Develop program policy related to Medicaid home and community-based services (HCBS) within waivers, the state plan, long-term services and supports (LTSS), HCBS quality, managed LTSS, and other policy areas within the division.
  • Evaluate the effectiveness of existing policies and reviews new policy and legislative initiatives for potential impact on Medicaid home and community-based services (HBCS).
  • Provide expert and authoritative advice and guidance in the evaluation of proposed, modified, or new legislation and regulations to assess impact on Medicaid home and community-based services (HCBS).
  • Serve as an ad hoc team/project leader or expert resource for division or inter-component teams involved in projects.
