Full Job Description

The Materials Inspector Manager serves as the project management lead for the City Controller’s materials inspection function, overseeing inspection-related projects from planning through documentation, verification, and payment processing to ensure construction, paving, demolition, and other contracted work complies with contract specifications, prevailing wage requirements, and municipal standards across the City of Pittsburgh.

The position coordinates inspection activities, schedules, documentation, and interdepartmental communication; monitors project progress and compliance; serves as a liaison between inspectors, City departments, contractors, and vendors; and ensures accurate reporting, timely issue resolution, and proper financial verification for all assigned inspection projects.

Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.
  • WORK EXPERIENCE: The application must clearly show five (5) years of full-time experience in construction inspection, public works, project coordination, or related municipal fieldwork. (Less than full-time experience will be calculated on a pro-rated basis.)
  • EDUCATION/TRAINING: The application must clearly show a high school diploma or general equivalency.
  • EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above.

    The Total Qualifying Requirement is five (5) years. (See NOTE under the General Application Requirement Section above regarding the verification of education/training).

Additional Information

  • Coordinates inspection assignments and coverage across active projects.
  • Reviews completed inspections for accuracy, completeness, and compliance with City and Controller’s Office standards.
  • Maintains the Controller’s Office Inspectors Tracker, documenting all inspection activity, project status, quantities reviewed, and items pending verification or payment.
  • Serves as a technical and procedural resource to inspection staff, as needed.
  • Measures and calculates roadway paving completed by the City’s Paving Division.
  • Tracks project progress and maintains accurate logs of measured streets and cumulative totals.
  • Reviews paving-related invoices to confirm quantities and project alignment before payment.
  • Reviews contracts and compares them to submitted invoices to confirm quantities, rates, and deliverables.
  • Identifies discrepancies and coordinates resolution with departments and vendors.
  • Ensures inspection documentation supports accurate and timely payment processing.
  • Represents the Controller’s Office at bid openings with the Department of Purchasing.
  • Assists with reviewing bid submissions for accuracy, completeness, and compliance with procurement requirements.
  • Works in coordination with the Prevailing Wage Officer to track, review, and reconcile prevailing wage documentation as it relates to inspection projects, contract compliance, and payment verification.

  • Inspects demolition work performed under City contracts to verify completion and compliance with specifications.
  • Reviews and processes demolition-related invoices supported by inspection findings.
  • Performs activities and functions of related personnel and related tasks and duties as assigned or required.
