DIVISION OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT
This position is located within the Division of Homeland Security and Emergency Management (DHSEM). The division is a dynamic and diverse team that is committed to developing, administering and coordinating comprehensive and integrated statewide emergency management and homeland security programs. The Division’s work ensures the safety and security of Colorado and its infrastructure through unity of effort with local, tribal, state, federal, private, and nongovernmental partners.

ABOUT THE WORK UNIT
The Office of Emergency Management conducts the four phases of emergency management (Preparedness, Response, Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government, including state, local, tribal and federal.

The Logistics Unit within the OEM Response Section and the Logistics Section within the State Emergency Operations Center manage the State All-Hazards Resource Mobilization Database and the All-Hazards Resource Mobilization System in order to meet statutory requirements established in C.R.S 24-33.5-705.3 and C.R.S 24-33.5-705.4.

This unit identifies, procures, dispatches and tracks resources during planned events and emergencies or disasters at the State, Tribal and local level.

Additionally, this unit ensures resources are properly reimbursed with federal or state funds when appropriate.

During emergencies or disasters, this unit serves as the State Emergency Operations Center Logistics Section.

In this role, this unit identifies resource requirements and coordinates with federal, State, Tribal and local jurisdictions and private industry to rapidly locate, task and mobilize resources to respond to and recover from emergencies and disasters.

This unit is responsible for developing the all-hazards components of the State Resource Mobilization Plan and it prepares and conducts logistics and resource mobilization training for State agencies and Tribal and local jurisdictions.

Additionally, this unit serves as the State’s logistics point of contact for federal agencies before, during and after emergencies and disasters.

About the Job

This position exists to manage and supervise the DHSEM Resource Asset Mobilization (RAM) site daily operations.

Provide logistical support in the placing of PPE orders, receipt of PPE, and credit issued against invoices.

Storage of PPE, delivering and issuing commodities to approved requesting agencies throughout the state.

This position serves as the supervisor of two Material Handlers and Equipment Operator positions.

Position supervises and supports receiving, and shipment of all goods received and stored, has oversight of disputes and claims involving shipping discrepancies such as damaged goods, shortages and other shipping errors with vendors; works with agency supervisors to resolve any complaints and problems with the delivery and quality of all commodities and services received to customers; establishes inventory schedules for annual physical inventory; and supervises the inventory process for both warehouses.

Position is responsible for the receipt and distribution of commodities in conformance with established specifications, policies and procedures; manages and complies with State and OSHA policies and regulations.

Supervises and assists with deliveries and ensures that all vehicles are operated within department and state regulations and procedures.

Position required to operate lift trucks, walkie-rider, manual and electric pallet jacks.

At minimum the position must maintain a Colorado Class B driver’s license, and if necessary, obtain a Class A for the operation of larger vehicles.


Key Responsibilities

Supervise Warehouse Operations

Oversees the receipt of all PPE deliveries and utilizes a variety of inventory resources to account for inventory in the RAM site.

Responsible for managing all Pick & Issue documents used to pull orders and prepare commodity items for delivery to all customer agencies and incidents as requested by the Logistics Section.

Helps maintain adequate stock levels by notifying the Logistics Specialist and advises on placing orders with vendors of needed PPE and all- hazard commodities.

Supervises and operates the DHSEM RAM site to include receiving and distribution systems. Serve as the program and contract manager for vendor provided warehouse services.

Directly supervise 3 employees and provides oversight, direction and guidance to a possible contracted work force of up to 20 personnel during times of heavy distribution operations.

Facilitates communication, trains and advises staff on development and implementation of proper business practices.

Develops work plans and evaluates performance; maintains a productive, efficient, and safe workforce; helps resolve grievances and other disputes between employees/contractors.

Coordinates the daily warehouse operations with the Logistics Specialist and the Logistics Section Chief on any issues, needs and inventory control.

Is responsible for inventory within the State CORE platform, NEUGov inventory software and completing the yearly inventory for the State of Colorado.

This includes Core Operations as the initial Inventory approver and control for all pick tickets and inventory leaving or entering the warehouse.

Inventory Maintenance
Employee ensures proper location and placement of commodities received into the designated location. Ensures PPE is shipped and put away using manufacturer expiration dates or rotating stock utilizing the FIFO Method. Maintains access to required State inventory systems and makes inputs and entries as required. Accesses the Colorado Operations Resource Engine (CORE) to ensure purchase order compliance and sound fiscal management/control.

Supervision

Serves as supervisor over two Material Handler positions, and one Equipment Operator position. Manages the warehouse workload and prioritizes work duties for warehouse staff.

This position approves Kronos for employees it supervises. Conducts Performance Management Plans (PMPs) for employees that are supervised, as well as appraisals.

This position will start the hiring process, interview candidates and recommend for hiring, promotions or transfers.

This employee will support and conduct corrective and disciplinary actions as needed for the employees that are being supervised.

Employee maintains and assures that warehouse staff is current on warehouse safety, security and housekeeping practices.

Manages and maintains building and equipment including cleaning, safety standards, and routine equipment maintenance.

Supervises vehicle logs according to the State Fleet Management Policy and schedules vehicle repairs and maintenance. Performs all other duties as assigned.


3PL Vendor Scheduling

This position manages the scheduling of shipments and deliveries from trucking companies, directing and assisting with timely delivery, loading and unloading commodities.

Verifies shipping bill of lading for accuracy and quantity, noting discrepancies, verifies that product meets specifications and for damages. Reports findings to the Logistics Section Chief.


Qualifications

Proven Experience, Knowledge, Skills

Four (4) years of experience in warehouse operations that include inventory, shipping, receiving, safety and operating warehouse equipment. Experience must include supervision of employees OR demonstrated leadership, communication, and project management skills for leading a team.

OR Education and Experience, Knowledge, Skills

A combination of related education and experience in warehouse operations that includes inventory, shipping, receiving, safety and operating warehouse equipment. Experience must include supervision of employees OR demonstrated leadership, communication, and project management skills for leading a team.

Preferred Qualifications and Competencies
  • Sufficient work related experience to successfully perform the essential duties of the job (experience with fire, military or law enforcement equipment, PPE).
  • Experience with asset management, inventory management or warehouse management.
  • Proficient computer skills using programs such as Microsoft Office programs such as Word and Excel, Google platform and asset management software.
  • Experience operating lift trucks, walkie-rider, manual and electric pallet jacks.
  • Possess a valid Colorado Class A/B driver's license
  • Experience operating large vehicles
  • Forklift Certified
  • Experience coordinating and scheduling deliveries.
Conditions of Employment
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search, employment history, education credentials, reference checking.

  • Must be a Colorado resident at the time of application

  • During activations of the SEOC, this position may be required to report to the SEOC during nights, weekends, and/or holidays.
  • Must have a Colorado driver’s license and must be able to obtain and a Colorado Class B driver license, if necessary, obtain a Class A for the operation of larger vehicles.
  • Must be forklift certified or the ability to be able to obtain and maintain a forklift operating certification within 90 days of employment.

  • Must have comprehensive knowledge of safety protocols for lifting, carrying, and storing heavy materials, such as boxes up to 50 lbs.
