Full Job Description

This position is part of the Office of Technology Commercialization, Department of Energy.

As a Market Analyst, you will coordinate strategic partnership efforts and administer various programs and initiatives to accelerate the development and commercialization of mission-relevant technologies.

BASIC REQUIREMENT: SPECIALIZED EXPERIENCE REQUIREMENTS GS-13:: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Experience is defined as: - Leading and executing complex economic analysis projects independently or as a project lead, applying advanced economic theories and quantitative methods to assess significant economic issues, and developing innovative analytical approaches that result in actionable insights.

This includes defining project scope, methodology, data requirements, and delivering comprehensive economic reports or models.

- Developing and presenting findings and recommendations from intricate economic studies to diverse audiences, including senior leadership or external stakeholders, utilizing compelling written and oral communication to influence decision-making or inform policy.

This entails translating complex economic concepts into clear, concise language accessible to non-specialists.

- Evaluating and validating the economic impacts of new technologies, market changes, or policy initiatives, by meticulously developing test cases, verifying assumptions, and ensuring the robustness and accuracy of economic models and analyses to reflect real-world scenarios.

Experience is defined as: - Leading the formulation and execution of complex economic analyses or research projects, including developing novel analytical methods or models, evaluating significant economic impacts, and producing comprehensive reports or studies that inform strategic decision-making in areas such as energy, finance, or national security.

- Providing expert economic advice and recommendations to senior leaders or clients, involving the interpretation of intricate economic data, presenting findings on critical issues, and influencing policy or investment strategies within dynamic and challenging environments.

- Managing or directing major economic studies or programs, which required coordinating multi-disciplinary teams, resolving complex technical or methodological challenges, and ensuring the accurate and timely delivery of high-quality economic products with broad implications.

"Experience" refers to paid and unpaid experience.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.

Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.

Veterans shape the future of energy As a Market Analyst, you will: Initiate, formulate, and execute comprehensive economic analyses and assignments, developing new techniques and models to address complex issues within the energy sector, scientific research, and national security.

Serve as a primary advisor and consultant to high-level DOE officials on critical economic studies and projects involving unprecedented or complex problems.

Lead evaluations of the economic impacts of new technologies, policies, and market forces, validating model changes and ensuring analysis reflects real-world conditions.

Function as a technical expert and authority in economic study and project management, potentially leading interdisciplinary teams on complex, broad-scope projects.

Resolve fundamental challenges in economic studies, including navigating divergent expert opinions, through in-depth analysis, extensive coordination, and intensive negotiation.

Disseminate research findings through various platforms, including publications and presentations at professional gatherings, contributing new insights to energy, scientific research, and national security domains.
