The Reentry Correctional Industries team is seeking a dynamic leader to help shape one of the most unique and impactful incarcerated work programs in the state.

The Industries Manager 3 plays a vital role in advancing that mission by ensuring incarcerated workers receive structured, accountable, and skill-building experiences that prepare them for successful reentry.

Serving in a key leadership capacity, this position manages the operational and program activities of Correctional Industries’ incarcerated work programs within the McNeil Island Stewardship.

In close collaboration with superintendents, agency administration, managers, CI staff, and both internal and external stakeholders, this role ensures programs operate safely, efficiently, and in full compliance with applicable WAC, RCW, agency policies, and state and federal laws.


The McNeil Island Stewardship offers incarcerated workers rare and valuable opportunities to gain hands-on experience in marine and construction trades.

This position provides direct leadership and oversight of marine operations and marine maintenance sections, ensuring these programs deliver high-quality, living-wage trade skills while maintaining strong operational standards.

As an Industries Manager 3, some of your duties will include:

  • Developing work lists, supervising in-water and dry-dock vessel maintenance and repairs as well as for the applicable waterfront infrastructures
  • Reviewing and assigning work orders to marine maintenance staff and shore crews
  • Inspecting vessel repair work to ensure that it is complete and in compliance with U.S. Coast Guard (USCG) regulations and industry standards
  • Monitoring incoming materials and supplies to ensure that Safety Data Sheets (SDS) are properly maintained; conducting annual SDS audits and maintain audit records
  • Coordinating proper storage and disposal of hazardous waste resulting from maintenance and repair activities
  • Monitoring shipyard area and work to ensure that it is carried out in compliance with Department of Ecology (DOE) storm water management requirements
  • Coordinating daily vessel operations to achieve maintenance and repair objectives, drill and exercise goals, and safety goals
  • Identifying materials, supplies and services needed; create, review and submit purchase requests
  • Performing annual staff evaluations and work with them to improved performance, as well as ensure position descriptions (PD) are current and updated as necessary
  • Conducting and properly documenting tool and equipment inventories quarterly and maintain accountability IAW DOC Tool Control Policy 420.500
  • Coordinating and participating in safety and security drills and exercises for both vessels and facility
  • Regularly reviewing applicable USCG regulations in order to maintain compliance

Qualifications

What we need (required qualifications):

  • Trades school/high school or GED
  • Minimum of five (5) years’ experience in the ship repair industry or related field*
  • Two (2) years’ in a supervisory capacity
  • Knowledge of vessel maintenance standards, marine engineering standards, boatyard best-management practices
  • Knowledge of USCG and homeland Security regulations, including security requirements of passenger vessels
  • Proficient with computer-based software (i.e., Outlook, Excel, etc
  • Demonstrated organization and time management skills
  • Strong interpersonal, communication and analytical skills
  • Knowledge of the repair and maintenance of Marine vessels up to 100 gross tons, to include wooden, fiber glass and steel structures, vessel engine room maintenance
  • Possess a valid “Transportation Worker Identification Card (TWIC) or obtain a TWIC with 30-days of employment
  • Must possess and maintain a valid driver’s license

*Trades school certificate in welding, ship-building or related industry may substitute for equal years of experience

  • Possess a valid USCG Master Inland license to operate marine vessels up to 100 Gross Registered Tons.
  • Bachelor of Science in Marine Transportation or closely related field from a recognized accredited college and/or university whose accreditations are recognized by U.S. Department of Education (USDE) or the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • Demonstrated ability to apply negotiation and conflict resolution skills
  • Demonstrated ability to operate vessels in Emergency situations or when necessary to maintain operations
  • Knowledge of vessel maintenance standards, marine engineering standards and basic marlinspike seamanship

Telework Details

This position may be allocated for telework.

If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
