This vacancy is for a GS-1801-13, Marine Inspector located in the Department of Homeland Security, U.S. Coast Guard, D8 OUTER CONTINENTAL SHELF DIVISION in NEW ORLEANS, Louisiana.

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include performing the following types of tasks on a regular basis.

Conducting vessel/facility inspections/surveys involving, but not limited to: navigation, certificates and documentation, engineering systems, lifesaving systems, firefighting systems, and pollution prevention systems.

Interpreting and either managing internal compliance or conducting external oversight of compliance applicable Federal laws/regulations and/or International maritime law on domestic/foreign vessels and/or Outer Continental Shelf facilities.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

You will serve as a Marine Inspector and serves the civilian Outer Continental Shelf Division's source for continuity of previous inspection policies, technical issues, special program support activity and a primary inspection representative with the maritime industry responsible for commercial vessel safety; including administering the Maritime Transportation Security Act (MTSA) security exams; new construction oversight and project management.

Typical work assignments include: Serves as the resident source of continuity of inspection policies, technical issues, special program support activity, on-the-job training expertise, and new policy development.

Setting metrics, project priorities, and program goals, establishing work deadlines, providing guidance to subordinates, and carrying out unit's measurement plan.

Inspects all required navigation, intra-vessel communication, alarm, lifesaving, fire fighting, and pollution prevention systems on a vessel to ensure that they are operating properly.

Vessel owners or masters of required corrections or when performing inspections, the Marine Inspector identifies hazardous conditions, notes violations of accepted vessel specifications.

Individual inspection or through review of a team inspection, the Marine Inspector ensures the required inspection documentation is prepared and appropriate orders drafted specifying any required changes, repairs.

Senior expert on complex vessel inspection issues, the Marine Inspector trains, assesses the inspection qualifications and formally certifies the completed portions of on-the-job training for assigned civilian and military Marine Inspectors.
