The Parks, Recreation and Community Services Department is actively seeking a Marina and Waterways Assistant.

This is technical work in coordinating public safety, funding, maintenance and permitting of City-owned and operated marinas, docks, bulkheads and boat ramps. The work requires knowledge of the techniques, methods and procedures used in coordinating maintenance, inspections, collection of fees, and public safety during special events which involves the use of specialized skills or specialized equipment, which is acquired through a combination of training and considerable on the job experience. This position oversees, assigns, and monitors the work of others. Contacts with others require skills in understanding and/or influencing people and are important in providing services, discussing and resolving work-related issues and problems, and presenting and defending recommendations and decisions, which includes skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. Work is standardized in that tasks are covered by substantially diversified procedures and specialized standards, and because of the changing priorities, or different situations, incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. Work involves differing situations requiring use of judgment in search for solutions or new applications with one’s own experience. The work is performed in a somewhat uncontrolled environment, where risks and hazards are substantial, but they are known, somewhat predictable, and mostly controllable. Work is performed primarily outdoors with exposure to weather conditions. Work schedule will include some holidays, evenings and weekends. Operates standard office equipment, a two-way radio, vehicles, tools and equipment associated with maintenance work on docks. Physical demands consist of standing, walking, reaching, bending, stooping and lifting objects, such as fender boards, buoys, timber boards, weighing less than 50 pounds. The work is performed under general supervision where the work assignments are varied and, although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to superior’s approval.

Requirements

  • Schedules and directs city marina activities for special events to include making reservations, overseeing movement and mooring of vessels (power, sail, and ocean going), and ensuring public safety rules are followed.
  • Oversees the collection of revenue; collects, secures and delivers monies to proper authorities.
  • Provides customer service support on boating issues to all city agencies and others, as needed.
  • Inspects and recommends repairs of dock slips, boat docks, bulkheads and boat ramps.
  • Inspects, services and recommends repairs to mechanical equipment such as time clocks, cash registers and ticket and gate machines.
  • Directs activities of Jacksonville Sheriff’s Officers and support staff during games or events.
  • Confers with park maintenance staff, private vendors and other government agencies in facilitating maintenance and funding projects.
  • Performs minor servicing and needed repairs to boat docks, bulkheads and boat ramps.
  • Maintains inventory and requisitions materials and supplies for maintenance activities.
  • Prepares, reviews and maintains various records and reports.
  • Operates personal computer using spreadsheets and word processing applications.
  • Operates motor vehicles.
  • Trains and instructs others in operational procedures.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.

Qualifications

  • Knowledge of the methods, techniques and procedures used in inspecting, repairing and maintaining marinas, docks, bulkheads and boat ramps.
  • Knowledge of basic navigational laws and practices.
  • Knowledge of the various types, operation and use of tools, equipment and materials utilized in marina and waterways facility maintenance.
  • Knowledge of occupational hazards and safety precautions affiliated with marina and waterway operations.
  • Knowledge of federal, state and city ordinances related to waterways.
  • Knowledge of customer service standards, cash handling procedures and the ability to remain focused on customer needs.
  • Ability to coordinate and oversee equipment maintenance activities and the collection of revenue from docking fees.
  • Ability to train, schedule, assign, and monitor the work of others.
  • Ability to operate personal computers and use spreadsheet and word processing applications.
  • Ability to operate motor vehicles.
  • Ability to perform minor servicing and needed repairs to boat docks, bulkheads, boat ramps and equipment.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to read, comprehend and apply written instructions, including rules and regulations.
  • Ability to prepare, review and maintain various records and reports.
  • Ability to walk, stand, reach, bend, stoop, and lift objects weighing less than 50 pounds.
  • Ability to swim and to work in all outside weather conditions. 

Additional Information

  • Three years of education and/or experience in marine-related services, including one year of experience in overseeing waterfront activities to include movement/berthing of vessels.
  • Cash handling experience is preferred.
LICENSING/CERTIFICATION/REGISTRATION:
  • A valid driver's license is required prior to appointment and must be maintained.
  • Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.
OTHER REQUIREMENTS:
  • The probationary period for this class is six (6) months.
  • This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401).
