ABOUT THE DEPARTMENT:

This is an excellent opportunity for a citywide employee to work as a Manager 2 in the Seattle Police Department’s Legal Section. This position is responsible for ensuring that the work conducted by the unit is completed correctly in regard to the laws of government and oversees that the public is receiving the appropriate service from the unit and meeting the mission and goals of the Seattle Police Department. Must possess excellent oral and written communications skills. Must have the ability to use software programs such as Outlook, Excel, Access, GovQA, and Adobe Pro.
Requirements
This position is responsible for efficient and effective operation of the Administrative Staff Assistants and Analysts who respond to Public Disclosure Requests, developing and defining workload measurements and assessing accomplishments by monitoring work production through audits, developing performance standards for responses to the public, reassessing unit goals and objectives, managing daily workload changes, and responding to staffing issues.
Duties Include:
• Supervise Legal Section’s public disclosure staff.
• Manage the coordination, retrieval, submission of the necessary documents for release with the Legal Section, Supervisors, Sergeants, Lieutenant, Captains, Command Staff, Chief of Police, and the City Attorney’s Office.
• Communicate with Legal Section and Command Staff to ensure they are aware of public disclosure requests.
• Provide subject matter expertise for the department and provide input on Public Records Act (PRA) compliance and potential efficiencies.
• Write, revise and manage the policies and procedures for public disclosure requests for the department.
• Provide public records training to SPD staff, including communication regarding statewide impact process changes and legal decisions.
• Facilitate Legal Section meetings to answer staff’s questions on their assignments.
• Co-facilitate monthly all-staff meetings.
• Train new Legal Section staff on Public Disclosure process and SPD record types.
• Review and provide feedback on new staff’s work until Legal Section Manager approves work product.
• Understand and comply with CJIS compliance standards for law enforcement records systems.
• Crosstrain with Litigation Support Supervisor and Strategic Support Supervisor.
• Special projects as needed by Legal Section Manager.
Qualifications
REQUIRED QUALIFICATIONS:
This position requires a bachelor’s degree or equivalent progressively responsible work experience in a position with similar duties in a legal setting or public agency environment; or equivalent experience, education, or training to be able to complete the work of the position.
DESIRED QUALIFICATIONS:
• Oversight experience of public disclosure requests for a large and complex municipality.
• Bachelor's Degree or equivalent progressively responsible work experience in a position with similar duties in a legal setting or public agency environment, or similar related experience.
• Thorough knowledge of RCW 42.56,13.50 and 9.73.
• Must possess excellent oral and written communications skills. Must have the ability to use software programs such as Work, Outlook, Excel, Access, and Adobe Pro.
POSITION REQUIREMENTS:
• Must complete an SPD background investigation.

The full salary range for this position is $56.57 - $84.88 per hour.
This is a full-time (1.0 FTE) regular position with full benefits, is FLSA exempt (not eligible for overtime), and falls under the discretionary pay band (for additional information, please visit Personnel Rule 3.2 - Accountability Pay for Executives Pay Program).
