Job Description

Summary

This job involves leading teams in a naval research department focused on developing and testing advanced weapons systems, including planning projects and advising on strategy to meet military goals.

A good fit would be an experienced engineer or scientist with a background in high-energy materials or defense technology, who enjoys managing people and resources in a high-stakes government setting.

Key Requirements

  • Professional degree in engineering, physical sciences, chemistry, biology, or mathematics (series 0801, 1301, 1320, 0401, or 1501)
  • At least one year of specialized experience at GS-12/13 level or equivalent, leading projects in energetics research, development, test, and evaluation
  • Demonstrated ability to manage planning, execution, and oversight of research programs to meet mission objectives
  • Expertise in weapons research, evaluation, development, and prototyping
  • Skills in strategic planning, policy development, resource allocation, and resolving scheduling issues
  • Experience providing advisory input to senior leadership on technical domains
  • U.S. citizenship and ability to obtain security clearance (implied for naval position)

Full Job Description

You will serve as a MANAGER in the RESEARCH & ENGINEERING DEPARTMENT (E), RESEARCH & TRANSITION DEPUTY DIVISION (ER) of NAVSURFWARCEN IH DIV.

This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15.

This position may be eligible for Supervisory Pay Differential of up to four (4) percent.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: as a professional Engineer or Scientist, leading and managing the planning and execution of projects, programs, or initiatives related to energetics research, development, and test and evaluation to ensure mission objectives are met.

  • You will provide direction and oversight to select divisions within the Researching and Engineering Department, specifically the Weapons Research and Evaluation (E6) and Weapons Development and Prototyping (E7) Divisions.
  • You will be responsible for the oversight, direction, policy, development, and strategic planning.
  • You will serve as the subject matter expert and principal advisor to the Research and Engineering Department Head regarding the domain of weapons research, evaluation, development, and prototyping.
  • You will be responsible for providing input and consultation on strategic plans, developing metrics and controls to properly allocate resources, and resolve issues with scheduling and utilization of department facilities, material, and resources.
