This entry-level government job involves analyzing policies, procedures, and resources within the Air Force to improve program efficiency and support mission goals through research, data gathering, and recommendations.

The primary purpose of this position is to perform the full range of Management & Program Analyst work, to apply the training and/or education received and complete developmental assignments and training outlined in the formal training & development plan consistent with skills for progression to a higher level.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems.

Examples of specialized experience includes: Experience analyzing organizational policies, procedures, and resources. Evaluating program efficiencies and providing recommendation based on findings.

Gathering data and initiating research to prepare written summaries and oral reports to higher level employees and/or customers .

Utilizes research to determine needs for priority changes to accomplish mission objectives, eliminate work problems, and the proper allocation of resources.

OR EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of official college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, completion of education leading towards a Bachelor's Degree.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible.

One year at the GS-4 level is required to meet the time-in-grade requirements for the GS-5 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of management & program analytical theories and processes and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.

2. Knowledge of of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3.

Knowledge of knowledge of organizational concepts, principles and practices as related to logistics processes and related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic planning and other support areas.

4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations. 5.

Ability to analyze historical data, trends, past and future assignment related data and select the appropriate planning methods for accomplishment of assigned tasks.

Skill in applying specialized analytical methods and techniques to resolve difficult assignment related management analytical problems and issues. 6.

Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.

Ability to understand and deploy lean concepts in problem resolution. 7.

Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. WORK CONDITIONS: Work is performed under normal working conditions. Major Duties:

  • The incumbent ususes continuous development knowledge as a Management and Program Analyst and knowledge of other related fields of work to perform duties in support of conventional projects or portions of project under the guidance of a senior and/or lead management and program analyst Carries out special projects designed to facilitate the full use of training and development Participates in special logistics related operations projects and initiatives and performs special assignments Represents the organization with a variety of installation and functional area organizations.
