Job Description

Summary

This job involves analyzing and improving policies, programs, and operations within the U.S.

Customs and Border Protection's personnel security team to make the organization run more smoothly and effectively.

You'll tackle complex problems, provide advice to leaders, and use data to suggest better ways of doing things.

It's a good fit for someone with strong analytical skills, experience in government or policy work, and a commitment to public service who can handle detailed investigations and background checks.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Professional Responsibility (OPR), Personnel Security Division (PSD) located in Washington, DC.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Planning, organizing, and conducting analytical studies or projects involving complex issues or problems.

Developing, analyzing, or evaluating policies, procedures, or programs to improve organizational efficiency or effectiveness.

Providing advice or guidance to management on program operations, compliance, or strategic planning. Utilizing analytical techniques (e.g.

data analysis, market research) to recommend improvements or resolve issues in a program or policy context.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/09/2026.

Background Investigation: U.S.

Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

In this position, you will serve as a senior team member and an expert analyst on critical programs and related issues requiring application of a wide range of qualitative system and management support principles, processes, and systems.

This position starts at a salary of $120,579.00 (GS-13, Step 1) to $156,755.00 (GS-13, Step 10).

As a Management & Program Analyst, typical duties may include: Leading and performing technical and analytical work pertaining to acquisition, testing integration, installation, utilization, maintenance, modification of OPR-PSD systems, services, and procedures.

Providing administrative and technical guidance to ensure unit compliance with DHS and CBP guidelines, including training subordinates, evaluating new technologies, and managing system resources to ensure IT service delivery.

Leading change management initiatives by analyzing work processes, advising leadership on IT techniques, developing standard operating procedures, and providing informal customer training to enhance user knowledge.

Installing, configuring, and maintaining software on OPR-PSD systems, optimizing system availability, developing cost estimates, and ensuring compliance with internal controls and CBP/DHS policies to prevent misuse of resources.

Evaluating new legislation and directives impacting polygraph hiring and data retention, preparing impact statements and recommendations for executive consideration.
