Full Job Description

This position serves as a Management Analyst, Human Resources and Administration (HRA). Incumbent is responsible for planning, executing, and evaluating HRA programs and initiatives.

The incumbent will assess program effectiveness, identify areas for improvement, develop strategies to enhance operations, and work with HRA program/staff offices to support the implementation of procedures and best practices.

Incumbent is experienced in project management lifecycles, concepts, and methodologies.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-14 position you must have served 52 weeks at the GS-13. For a GS-13 position you must have served 52 weeks at the GS-12.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: GS-14: Must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

GS-13: Must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Ability to analyze and evaluate, on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; Anticipating major program needs and problems to provide timely and effective guidance and recommendations; Utilizing interpersonal skills in negotiating solutions to disputed recommendations, to avoid adverse program and/or project impacts, and negotiating adoption of improved methods; Coordinating high-level meetings, and/or multi-organizational activities to ensure multiple departments, agencies, or organizations receive applicable official guidance from executive level leadership.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.

Major Duties:

Duties include but are not limited to: Serve as a senior analyst responsible for designing and conducting comprehensive management studies.

Estimate and report progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks.

Monitor data and performance metrics, create reports, maintain records and deliver presentations to management and stakeholders.

Ensure that the organization's strategic plan, mission, vision, and values are integrated into the strategies, goals, objectives, work plans and work products and services.

Review and reconcile large amounts of data to perform program cost analyses such as development of life cycle, performance of cost benefit or economic evaluations of programs.

Apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations to make recommendations for improvement and develop modifications/revisions.

Participate in discussions, meetings, conferences with agency administrators, senior subject matter and technical personnel, and other federal agency officials to secure and provide information; investigate facts; present conclusions, recommendations, and alternatives; obtain concurrence; develop alternate courses of actions; and mutually resolve problems.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
