Summary

This job involves analyzing and improving human resources programs for the Department of the Treasury, including managing large projects, creating reports from data, and recommending ways to make operations more efficient.

Full Job Description

This position may be filled within any Treasury Bureau.

As a Management and Program Analyst, you will provide expert technical assistance to senior Department officials and Treasury bureaus and is the staff office for personnel management functions.

You must meet the following requirements within 30 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service.

Specialized Experience for this position includes: - Experience serving as a Human Capital Program Analyst or Program Manager; AND - Experience researching, analyzing and monitoring HR program data/information to create reports and make recommendations for process improvement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Major Duties:

As a Management and Program Analyst, you will: Conceive, plan, and manage significant large-scale projects to develop and evaluate the effectiveness and efficiency of significant operating programs and in planning and implementing new and or improved methods of operation and management control.

Analyze human capital data and management information requirements to develop reporting systems and other technology solutions, including system specifications, data gathering and analytical techniques, and system evaluation methodology.

Work closely with management, internal and external technical experts, and colleagues to develop and implement strategies on complex human capital issues.

Research and investigate new or improved business and management practices for application to Departmental programs or operations.
