The primary purpose of this position, MANAGEMENT ANALYST, NH-0343-02, is to serve as a management analyst by applying analytical experience to evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

NH-2 GENERAL EXPERIENCE: Applicants must have 3 years of general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc.).
General experience is described as analyzing and evaluating quantitative or qualitative effectiveness of program operations in meeting established goals and objectives; developing cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs; and advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix.

OR EDUCATION: Applicant must have a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements.
General experience directly related to the work of the position and education in excess of a completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the NH-2 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.
Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Assist higher level positions with planning, organizing, analyzing, and managing productivity programs and resources that impact industrial/facility functions and activities.
Assist and participate in the activities of the organization, ensuring that logistics workforce management related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special logistics workforce related operation projects and initiatives and perform special assignments.
Represent the organization with a variety of installation and functional area organizations.
