Full Job Description

You will serve as a MANAGEMENT AND PROGRAM ANALYST in the REQUIRMENTS, CAPABILITIES & INNOVATION division of FLEET WEATHER CENTER SAN DIEGO.

To qualify for a GS-13, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience managing and coordinating all aspects of the organization's total manpower management program to include civilian and military.

Experience managing and coordinating strategic workforce planning, and organizational design and efficiencies. Experience analyzing and evaluating the effectiveness of program operations.

Experience developing life cycle cost analyses of projects, performing cost benefit and economic evaluations of current or projected programs.

Experience researching and investigating new or improved business and management practices for application to agency programs or operations.

Experience providing management with new information and predictive advice concerning various alternative courses of action in resolving exceedingly complex problems.

To qualify for a GS-12, Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience coordinating strategic workforce planning, and organizational design and efficiencies.

Experience analyzing and evaluating the effectiveness of program operations.

Experience developing life cycle cost analyses of projects, performing cost benefit and economic evaluations of current or projected programs.

Experience researching and investigating new or improved business and management practices for application to agency programs or operations.

Experience interpreting policy to evaluate its possible impact on organizational missions and to develop plans to satisfy requirements.

  • You will provide technical guidance and advice on appropriate method or procedure of analysis and evaluation to accomplish command missions and ensure optimum management strategy.
  • You will provide advice on alternative and resolutions to problems.
  • You will formulate policies and resolution of broad problems pertinent to operations, programs, resource management and/or administration.
