Organizational Location: This position is with the Department of Homeland Security, within U.S.
Customs and Border Protection, Office of Field Operations, Office of the Executive Assistant Commissioner, Headquarters Support Division.
Locations at one of the OFO ports can be negotiated upon selection.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Ensuring compliance with regulations and assessing the potential outcomes of proposed policy changes, leading the redesign of organizational structures within a program, proposing and implementing new workflows to streamline program operations.
Applying innovative analytical techniques and developing customized criteria to evaluate workforce requirements based on changing missions and programs.
Presenting detailed briefings to senior managers on program performance metrics, outlining findings, addressing concerns, proposing to improve operational efficiency.
Proactively identifying and addressing high-priority tasks regularly reassessing priorities to adapt to changing circumstances and ensuring all responsibilities were completed on time and to standard Developing and implementing new administrative procedures to address workforce management gaps in program operations, ensuring compliance with regulations and alignment with best practices.

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the total Customs Agency.

This position starts at a salary of $121,785.00 (GS-13, Step 1) to $158,322.00 (GS-13, Step 10).
Typical duties include: Conducting initial review on organizational change request (OCR) packages, to include analysis of structural changes, mission and functional statements, and program/function administration.
Advising requesting offices on coordinating with Office of Finance to get financial impact statements, accurately depicting the organizational structure/charts, eliminating functional overlap among programs, preparing OCR packages for submission, and implementing approved reorganizations.
Work directly contributes to the optimum organization and distribution of functions and organizational structure.
Providing senior leaders with analytical insight into the Table of Organization (T/O) for assigned offices.
Monitors encumbered and vacant positions to ensure approved positions' data elements are accurately recorded and updated.
Analysis includes ensuring accuracy of position descriptions is maintained as programs and their positions evolve in scope and complexity.
Facilitating the effective filling of vacancies and execution of personnel reassignments, coordinating between assigned offices and hiring center and Drafting Request to Fill (RTF) documents for review by the program office and the hiring center to include position description (PD) recommendations and Knowledge, Skills and Abilities (KSAs).
