Job Description

Summary

This job involves supporting the Navy's Cash systems by coordinating installations and upgrades on ships, troubleshooting technical issues, and providing guidance to disbursing officers in a naval logistics command based in Japan.

It requires hands-on work with hardware and software to ensure smooth operations for financial accountability on vessels.

A good fit would be someone with experience in program analysis, IT support for government systems, and familiarity with military or fleet environments who thrives in a structured, technical role.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 (for GS-12 position) in developing and maintaining Cash systems
  • Knowledge of administrative and workforce program management, including interpreting laws, policies, and procedures
  • Expertise in information system plans, applications, software interactions, and providing technical assistance to ships
  • Detailed understanding of Automated Data Processing (ADP), information management technology, and fleet computer equipment
  • Ability to coordinate system installations, including arranging access, ensuring hardware availability, and acting as On-Site Installation Coordinator
  • Skills in troubleshooting software/hardware problems and identifying resources for Cash Accountable Officers
  • Willingness to work in Japan with limited access to medical and dental care

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) providing concepts and techniques sufficient to participate in developing and maintaining Cash systems.

2) administrative and workforce program management and analysis in interpreting laws, policies and procedures.

3) providing information system plans, general applications/systems, and the technical aspects of pertinent system software and program application interaction to provide advice and technical assistance to assigned ships.

4) detailed knowledge of Automated Data Processing, information management technology, and pertinent computer equipment used throughout the fleet to plan to implement Cash system procedures and guidelines.

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) providing concepts and techniques sufficient to participate in developing and maintaining Cash systems.

  • You will contact Disbursing Officers prior to their upcoming system installations to answer questions and concerns.
  • You will arrange access to ships prior to installation (i.e., send access clearance messages) for contracting personnel, and any other non-ship personnel involved in the installation.
  • You will ensure that ship has received required hardware to install the latest or upgrade to the existing Cash systems and accessories.
  • You will perform duties as On-Site-Installation-Coordinator (OSIC) as part of the Fleet Modernization program of Ship’s Repair Facility (SRF) and Ship Engineer for Ship Alteration (SHIPALT) program for initial system installation or system upgrade.
  • You will identify and provide afloat Disbursing Officers all available resources necessary to perform their duties as Cash Accountable Officers.
  • You will identify and trouble shoots all software or hardware problems which are causing operational impact.
  • You will provide knowledge of the technical requirements of the Navy Cash Program to the extent the incumbent is considered a technical authority on the program and applicable information management, software systems and design.
  • You will research, analysis rare problems and situations concerning a variety of issues related to the Navy Cash Program planning, productivity and process improvement and evaluation program effectiveness at the operating levels aboard ships.
  • You will complete work, and recommendations influence decisions made by program managers concerning program planning, products and services provided.
  • You will arrange access to ships prior to installation (i.e., send access clearance messages) for contracting personnel, and any other non-ship personnel involved in the installation.
