Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, Tucson Field Office, located in Tucson, Arizona.

Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting the executive staff in the development of field office policy and recommending changes to improve service.

Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs.

Researching and recommending options on technical personnel changes or developments.

Coordinating with the CBP Hiring Center (CBP-HC) to resolve processing, recruitments, reporting and other technical issues.

Monitoring sensitive information systems to ensure compliance with performance management requirements.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing advice involving program issues to the senior executive staff within the field office.

Developing and recommending performance measures for assessing the accomplishment of process goals.

Reviewing staffing levels, computing attrition rates, and taking corrective actions to resolve errors.

Consulting HRM and CBP Hiring Center (CBP-HC) staffs regarding applicable laws regulations, and technical procedures.

Serving as a liaison with LER, EEO, and chief counsel for cases that have personnel implications; this involves researching, collecting, and analyzing data to assist with the agency's response to complaints/grievances/arbitrations.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 03/12/2026.

To be considered well qualified under CTAP, you must be rated at a minimum score of 85 for this position. Major Duties:

Joining Customs & Border Protection will allow you to use your expertise to provide management advice regarding the improvement and assessment of core processes and the implementation of programs and policies related to Workforce Management.

This position starts at a salary of $76,095.00 (GS-11, Step 1) to $118,569.00 (GS-12, Step 10).

In this position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance.

Typical work assignments include: Developing and recommending improvements in services; participating on teams and/or projects involved in the redesigning, automating, and re-engineering of processes in order to meet the varied and changing requirements of the field office.

Researching and advising on significant personnel program changes or developments. Developing options that take advantage of special hiring authorities and programs when appropriate for local needs.

Assisting the executive staff in the development of field office policy and recommends changes to improve service.

Advising the Director, Field Operations, Port Directors, and other field managers in formulating realignment and/or reorganization proposals related to improvement efforts in the core process in order to organize work in the most efficient and effective manner given local conditions.
