Job Description

Summary

This job involves managing the administrative side of aviation resources in the Air Force, such as tracking flight hours, verifying pilot qualifications, and using a specialized computer system to ensure everything runs smoothly and complies with rules.

It's a good fit for someone with experience in administrative support for aviation or similar programs, who is detail-oriented and comfortable working with databases and communicating with teams.

Entry-level candidates with relevant education or a mix of schooling and experience could also qualify.

The primary purpose of this position is to manage and control all operational administrative aspects of aviation resource management by utilizing the Aviation Resource Management System (ARMS).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.

Specialized experience is experience which includes providing support in directing, controlling, and monitoring the operations and maintenance of Aviation Resource Management System (ARMS) or equivalent; authenticating aeronautical orders, validating entitlement pays, verifying physical and physiological requirements; and tracking individual flying hour utilization, sorties flown, qualification, currency and training status.

OR EDUCATION: Successful completion of a Master's or equivalent graduate degree or two full years of progressively higher-level graduate education in an appropriate field leading to such a degree or LL.B.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent.

Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages.

Knowledge of various aviation management programs, policies and aviation service eligibility directives. 2.

Knowledge of and skill in applying ARMS directives, instructions, and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating and troubleshooting ARMS data system operating procedures and preparation, processing, and auditing of associated documents.

3.

Skill in Ad-hoc program design, development, interface requirements and modification of various reports using the ARMS database and skilled in evaluating the effectiveness of the program and developing strategies and recommendations for necessary improvements.

4. Skill in inter-personal communication necessary to liaise with aircrew, HHQ, and counterpart organization personnel and gain cooperation from others through tact, courtesy and diplomacy. 5.

Ability to update aviation management software and generate products to monitor and ensure flight crews' eligibility for flight, regulatory compliance, and support unit leadership data needs. 6.

Ability to prepare staff reports and delivering briefings to flight crews to encourage understanding and acceptance of aviation management policies and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

1. Plans, implements and controls all operational administrative aspects of aviation to ensure resource management complies with legal and regulatory requirements. 2.

Researches, validates, and interprets public law, Air Force guidance, and medical/physiological documentation to monitor and manage flying and ground training requirements.. 3.

Translates information and requirements into aircrew training tables, profiles, reports and utilizes products to provide information to aircrew, senior leadership, training coordinators, commanders, and outside sources.

4. Monitors/analyzes and evaluates work relative to development and/or execution phases of the records management. 5.

Prepares, compiles and provides a variety of aviation management data in formats (i.e., slides, charts, graphs, etc.) for briefings, meetings and/or panels, by extracting, collating, computing, and summarizing statistical aircrew training and operations resource management data.
