Summary

This job involves supporting management in analyzing and improving programs, processes, and policies within U.S.

Customs and Border Protection, including handling employee relations and ensuring compliance with laws and regulations.

A good fit would be someone with experience in organizational analysis, data systems, and labor negotiations who enjoys working in a government setting focused on mission support.

Full Job Description

Organizational Location: This position is with the Department of Homeland Security, within U.S.

Customs and Border Protection, Office of Field Operations, El Paso Field Office, Mission Support Division, located in El Paso, Texas.

Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with studies and policy development to improve organizational programs and processes.

Providing support to management by analyzing the impact of new laws and agency directives. Assisting with designing and reviewing data tracking systems to ensure accuracy and compliance.

Participating in labor and employee relations activities, including negotiations, litigation support, and collective bargaining agreement administration.

Assisting with organizational changes by reviewing agreements, preparing reorganization packages, and supporting development of workforce management policies.

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing technical assistance to management, coordinating with support staff, analyzing problems using planning methods and procedures.

Interpreting and applying regulations to agency programs, implementing information systems, reviewing submissions for accuracy and compliance.

Planning and developing briefings, presentations, and conferences for supervisors and executives, delivering timely information to support organizational goals.

Serving as a contact for Labor and Employee Relations (LER) matters, participating in negotiations, litigation, Collective Bargaining Agreement (CBA) activities, managing data, and supporting union relationships.

Reviewing agreements and organizational documents, attending meetings to prepare for changes and staff placement, and representing organizational interests in mission support and labor relations (LER) issues.

Education Substitution - GS-11: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Check with your school to determine how many credits comprise three years of graduate education. If that information is not available, use 54 semester or 81 quarter hours.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification recommendations for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education recommended for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/10/2026.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the total Customs Agency.

This position starts at a salary of $74,678.00 (GS-11, Step 1) to $116,362.00 (GS-12, Step 10) with promotion potential to $116,362.00 (GS-12, Step 10).
