Full Job Description

San Mateo County - Health Public Health programs are seeking a dynamic and dedicated Management Analyst to join the Contracts and Procurement team.

This is an exciting opportunity for a mission-driven professional who is passionate about supporting public health.

This position is part of a joint administrative team that supports the County Health divisions of Family Health Services and Public Health, Policy and Planning.

Family Health Services focuses on the health and well-being of infants, children, teens, young adults and parents.

Services include well-child check-ups, developmental screenings, support for children with special health needs, parenting classes, home visits, vaccine clinics, lead/asthma assessments, oral public health promotion, health education, tobacco cessation and prevention.

Public Health, Policy and Planning protects the health of everyone who lives, works, learns and plays in San Mateo County by preventing the spread of communicable diseases, delivering targeted health care services, providing public health laboratory testing and building communities that make it easy to stay healthy.

The Position

As the Management Analyst - Public Health Programs, you will play a pivotal role in advancing program success by providing strategic oversight, analytical expertise, and operational support across all phases of contract and procurement management.

This position ensures that service agreements are compliant with regulations, focused on measurable outcomes, and is strategically aligned with the County’s goals and service delivery standards.

The position also supports revenue and grant agreements, as well as the procurement of goods, for example purchasing supplies for the Public Health Laboratory.

Working under the general supervision of the Deputy Director of Administration and Finance, this role provides technical guidance and functional directions to support staff and may also directly supervise assigned team members.

This full-time position follows a Monday–Friday schedule and may offer a hybrid arrangement, with a combination of remote and on-site work which is subject to modification based on County policy and operational needs.

The position is currently based in San Mateo.

Primary Responsibilities:

  • Provide analytical and administrative support for contract development, performance reporting, and procurement activities across Public Health programs.
  • Coordinate and monitor service and revenue agreements to ensure compliance with County policies, procurement regulations, and performance standards.
  • Lead and support a wide range of solicitations - including informal quotes, formal Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and specialized procurements across service areas such as clinical supervision, cleaning services, residential care, real estate, financial management, and technology solutions.
  • Develop and refine contract management procedures, workflows, and tools to improve operational efficiency, ensure compliance, and support continuous process improvement.
  • Conduct research, data analysis, and policy reviews to inform strategic planning, program evaluation, and decision-making.
  • Collaborate with internal stakeholders, including program managers, fiscal teams, and County departments - as well as external vendors - to align scopes of work, validate metrics, and facilitate contract execution.
  • Prepare, organize, and maintain documentation related to solicitations, contracts, amendments, board processes, and performance measures.
  • Support the integration and optimization of digital platforms (e.g., OpenGov, PowerApps, Excel-based trackers) to enhance contract tracking, reporting, and workflow automation.
  • Apply technical expertise to ensure data accuracy, troubleshoot system issues, and develop dashboards and tools that support fiscal oversight and performance monitoring.
  • Demonstrate clear and extensive knowledge of funding sources—including federal, state, and county allocations. Ensure contracts and reporting align with funding requirements, allowable costs, and programmatic goals.
  • Monitor and interpret funding guidelines, grant conditions, and reporting obligations to ensure compliance and maximize resource utilization.
  • Communicate effectively with diverse stakeholders to explain complex contracting processes, present analytical findings, and support informed decision-making.
  • Draft clear, concise reports, memos, and presentations that convey technical, policy, and performance-related information.
  • Represent the Contracts Unit in meetings, trainings, and cross-functional initiatives, demonstrating professionalism, collaboration, and problem-solving skills.
  • Advance equity-focused contracting efforts by contributing to the development of narratives, metrics, and reporting frameworks that reflect County values.
  • Oversee and contribute to agency-wide projects and initiatives that require cross-functional coordination, strategic planning, improvement efforts, and alignment with departmental goals and County priorities.
  • Provide strategic support to the Contracts Unit by coordinating timelines, resolving issues, and ensuring continuity across contracting activities.
  • Other duties as assigned.

The Ideal candidate will possess:

  • At least three years of professional administrative experience as a Contracts Administrator or a related position.
  • Strong knowledge of contract management principles, including drafting, negotiating, executing, and monitoring contracts across their full lifecycle.
  • Familiarity with public sector procurement and compliance requirements, including those at the county, state, and federal levels, with an understanding of how local policies and procedures impact contract development and administration.
  • Analytical skills to assess contract performance, interpret data, and support evidence-based decision-making.
  • Budget and fiscal management experience, including tracking expenditures, reviewing invoices, and ensuring alignment with funding guidelines.
  • Excellent organizational abilities to manage multiple contracts, deadlines, and documentation with precision and attention to detail.
  • Clear and professional communication skills, both written and verbal, for preparing reports, memos, and presentations.
  • Collaboration and interpersonal skills to work effectively with internal departments, external service providers, and community stakeholders.
  • Proficiency in technology and software applications, including Microsoft Office Suite and digital contract management platforms such as OpenGov and PowerApps.
  • Problem-solving capabilities and an improvement-oriented mindset to identify issues, evaluate options, and implement practical solutions.
  • Adaptability and initiative in navigating evolving policies, priorities, and operational needs.
  • A commitment to public service and equity.
  • Professional certifications in procurement, contract management, or related fields are highly desirable but not required.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field.
  • At least three years of professional administrative experience is typically required at the Management Analyst level.

  • Project and/or program management, analytical processes, and report preparation techniques.
  • Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
  • Principles of mathematical and statistical computations.

  • Basic principles, practices, and procedures of funding sources and grant funds disbursement.
  • Principles and practices of contract administration and evaluation; and public agency budget development and administration, and sound financial management policies and procedures.
  • Recent and on-going developments, current literature, and sources of information related to the operations of the assigned division.
  • Record keeping principles and procedures.
  • Techniques for effectively representing the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and County staff.

Ability to:

  • Assist in the development of goals, objectives, policies, procedures, and work standards for the department.

County Promotional. Only current County of San Mateo or County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified, regular, probationary, extra-help/limited term positions prior to the final filing date may apply.
