The City of Pasadena’s Department of Public Works is seeking an accomplished Management Analyst IV to serve as a senior-level strategic partner to the Administrative Services Division (ASD).
This role provides high-level analytical, financial, and administrative leadership that directly shapes department-wide operations, policies, and long-range planning.
The ideal candidate will have a proven record of excellence in government budgeting, financial management, and organizational analysis.
The successful candidate will operate with significant independence, lead complex initiatives, and advise executive leadership on matters that influence the department’s operational and fiscal direction.

Budget Development: Direct the development, coordination, and administration of the department’s multi-fund operating budget.
Develop and manage multi-year financial plans, revenue projections and expenditure forecasts to support strategic planning and operational priorities.
Oversee the preparation of budget submissions, narratives, performance measures, and financial justifications for the City Manager’s Office and City Council.
Financial Analysis: Monitor and manage multiple funding sources including enterprise funds, special revenue funds, internal services funds, and grants.
Oversee activities including revenue projections, expenditure monitoring and compliance with City financial policies.
Conduct complex financial analysis, cost-benefit evaluations and forecasting to support executive decision-making.
Budget Monitoring, Reporting and Performance Management: Oversee monthly, quarterly, and annual budget monitoring processes, including variance and trend analysis, and corrective action recommendations.
Develop and maintain reporting tools, and performance indicators to support data-driven decision-making.
Procurement, Contract and Financial compliance: Oversee contract administration, procurement processes, and compliance with City policies and regulations for the department.
Ensure all procurement activities are aligned with budgetary constraints and funding requirements. Review scope of work, cost proposals and contract amendments for fiscal impact and compliance.
Develop and implement financial controls, audit responses and process improvements to strengthen accountability and transparency.
Provide guidance to staff on procurement strategy and contract management best practices.
Advanced Analytical Support, Strategic Planning and Communication: Analyze operational data, service delivery models, and performance metrics to identify trends, risks, and opportunities for improvement.
Conduct organizational and workflow studies; recommend structural or procedural improvements.
Lead cross-divisional initiatives to standardize processes, enhance performance measures and support strategic planning efforts.
Prepare and direct the development of technical reports, studies, memoranda and policy documents for department, executive leadership and City Council.
