Summary

Specialized Experience: One year of specialized experience which includes collecting or analyzing manpower and/or productivity data for the Department of Defense's Medical Expense and Performance Reporting System (MEPRS); and provides guidance for maintaining and/or reporting information in Medical Expense and Performance Reporting System (MEPRS) or Defense Medical Human Resource System internet (DMHRSi).

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, Finance.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Major Duties:

  • Perform medical management studies pertaining to mission, organization, work process methods/procedures, medical data collection and reporting systems, etc. for the purpose of developing creditable workload factors and statistical indicators.
  • Work with Department of Defense (DoD) Manuals, DoD directives, and Defense Health Agency (DHA) policies to develop, plan, and conduct management project studies of monthly Medical Expense and Performance Reporting System (MEPRS) submissions.
  • Analyze workload processes, office procedures, coding practices, statistics, records, reports, functional statements, etc. to work through data issues and assist in determining the best practice for capturing data and ensuring its accuracy.
  • Extract data utilizing Defense Medical Human Resource System internet (DMHRSi) to validate personnel hours are entered appropriately and performs quality checks with workload reported.
  • Develop processes and reports used to reconcile workload from Military Health System (MHS) Genesis and financial data from General Fund Enterprise Business System (GFEBS).
