DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Develop various management reports for implementing revised management procedures and policies. Serves as the primary liaison to effectively manage financial policies, procedures, and systems. The role requires advanced analytical skills, independent decision-making, and a high level of responsibility for procurement coordination, and program support. The position performs complex operational analyses, prepares detailed reports, ensures compliance with City and departmental procedures, and supports multiple program areas. Position will meet constantly changing management of the financial needs of Regulatory Compliance and Utility Development staff as they work with EPA and TCEQ to meet all regulatory requirements for Houston. This assures ongoing regulatory compliance and protection of public health in the City’s Public Utilities.

Key Responsibilities

Leads efforts in evaluating, researching, and analyzing financial and operating activities and procedures. Trains and coordinates with division employees in analyzing financial activities. Tracks capital purchases, including programmed, unprogrammed, and rollover items. Tracks good receipts to ensure timely delivery of goods and/or services. Schedules and expedites delivery and resolves any discrepancies with vendor.

Coordinates, prepares and reviews financial and management reports, such as budget reviews and projections. Coordinates complex budget, accounts payable, procurement, contracting, and asset management functions.

Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules and long-range forecasting. Develops, monitors, and evaluates processes related to capital, non-capital and O&M purchases.

Provides systems development and maintenance to enhance functionality. Responsible for on-going support of the division’s government procurement card program. Track the status of POs, SROs, and PODs.

Coordinates systems user/support training. Ensures procurement and asset processes align with standards necessary to maintain compliance. Interprets and applies policies and procedure requirements involving city standards. Requires advanced judgment, problem-solving, and the ability to work independently across multiple functional areas. Works with Buyers.

Handles various special reports and projects, as assigned. Prepares and submits detailed documentation such as program reports.

WORKING CONDITIONS
Position is physically comfortable; the individual has discretion about walking standing, etc.

This is a Department of Houston Public Works Emergency Management position at the Tier III Level.

Requirements

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.

EXPERIENCE REQUIREMENTS
Six years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.

Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

LICENSE REQUIREMENTS
None.

Qualifications

Experience in SAP Procurement and Excel is highly preferred.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
