DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThis position will perform the duties outlined below to help ensure the Service Line is functioning at optimal efficiency in delivering products/services per customers’ expectations.
- Develops, prepares, and monitors authorization requests for goods and services, ensuring accuracy, appropriate approvals, and alignment with budgeted resources.
- Conducts detailed historical and projection analyses to evaluate spending patterns, forecast future needs, and support long-range financial planning.
- Analyzes, administers, and monitors formal agreements to ensure adherence to financial, operational, and performance requirements throughout their lifecycle.
- Compile, analyze, and interpret operational, financial, and performance data through collaboration with subject matter experts to develop reports, special documents, etc.
- Analyze and review management practices, procedures, and workflows; recommend updates to enhance efficiency and service delivery.
- Reviews and reconciles delivery documentation and billing records to ensure accuracy, completeness, and consistency with authorized terms and departmental records.
- Manages and completes complex and sensitive special projects, often involving multiple stakeholders, as assigned by leadership.
- Coordinate operational data collection and reporting by providing reminders, verifying accuracy, and consolidating information from work order systems for monthly and quarterly reports.
WORKING CONDITIONSPosition is physically comfortable; the individual has discretion about walking standing, etc.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
Requirements
EDUCATIONAL REQUIREMENTSRequires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.
EXPERIENCE REQUIREMENTSSix (6) years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.
Substitutions:
Experience
cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

Qualifications
- Valid driver’s license and compliance with the City of Houston driving policy A.P. 2-2
- Effective problem solving, presentation and coaching skills.
- Ability to multi-task in a high volume, fast paced environment.
- Self-starter and committed to completing tasks timely.
- Strategically minded, who can work well, both independently and in a team environment.
