Job Description

Summary

This job involves advising senior leaders on programs that develop military officers and civilian employees at Air Force test centers, including managing assignments, training, and succession planning to build strong teams.

The primary purpose of this position is to serve as the AFTC authority, advisor/command technical expert to senior leadership on all force development programs pertaining to military officers and civilians within the Center and its installations (Arnold, Eglin and Edwards AFBs).

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.

Specialized experience is described as monitoring force development activities, analyzing and researching technical and regulatory guidance, provide interpretation, training and/or briefings on current and proposed policies.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Ideal Candidate: Desired Skills Knowledge in digital transformation to modernize force development practices & processes.

Experience with acquisition officer and rated officer assignment requisitions. Experience with successful management of acculturation programs and initiatives.

Proven ability to communicate effectively with senior military and civilian leaders to solve problems. Strong briefing and presentation skills for a wide range of audiences.

Strategic thinking to comprehend complex situations, provide solutions and anticipate future challenges.

Major Duties: Manage & oversee prioritized Center-wide acquisition officer (6X) and rated officer requisitions for submission to HQ AFMC.

Manage & oversee AFTC Civilian Development programs application & senior leader endorsement process.

Conduct briefings on Force Development programs & strategies to senior leaders for consensus.

Collaborate, coordinate and support HQ AFMC with senior military officer assignment and senior leader development (SLD) for the AF Test Center senior leader management office.

Manage DAF supervisory development programs, supervisory training compliance and analyze strategies and trends to improve employee-to-supervisor relations.

Manage and oversee DAF & AFMC civilian leader and squadron commander orientation programs. Manage & oversee Professional Military Education (PME) officer allocations across enterprise.

Manage Force Development self-assessment Administer succession planning & management strategies to build high-performing & talented leaders.

Create and develop digital solutions for a variety of force development programs & processes.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Comprehensive knowledge of military senior officer management civilian force development program operation, directives and procedures provide definitive input on proposed legislative and regulatory changes.

2.

Knowledge of the principles and practices of military officer/civilian management and organizations principles and practices pertaining to various force development initiatives to develop and implement a solution to significant concerns and issues.

3. Ability to analyze and interpret military/civilian personnel policies and procedures governing all actions pertaining to senior officers and/or high graded civilian positions. 4.

Knowledge or analytical and evaluative methods and techniques and skill in conducting research and studies of numerous sources. 5.

Ability to gather facts and use effective analytical and evaluative methods to accurately assess information: summarize results and make recommendation to accomplish long-range strategic military officer/civilian force development planning.

6. Ability to communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Design, develop and implement workforce development programs and policy guidelines for the AFTC and associated organizations (if applicable).

As the Center technical authority, provides expertise and recommendations on interpretation and guidance pertaining to various military officer/civilian force development policy and regulations.

Serves as a technical authority for AFTC regarding initiatives to define, recruit, shape and retain the senior officer active military to create a quality diverse workforce.

Responds to higher-level tasking's and suspense's. Oversees special projects and prepares correspondence, documentation, reports, briefings and participates on team projects.

Evaluates and recommends programs and processes to achieve strategic goal and objectives.

Recommends and implements new policies, practices and procedures that provide responsive direction to AFTC organizations.

Participates in special projects and initiatives and performs special assignment.

Evaluates reports by analyzing acts and performing appropriate research and prepares detailed responses for Division Chief or Director.
