Full Job Description

This developmental position is at the San Francisco VA Health Care System (SFVAHCS), Connected Care Services.

The Management Alayst performs management analytic functions, and provides consultation, analysis, and advice to the multiple services collaborating with Connected Care.

Establishing relations within the San Francisco VA Health Care System, VISN, and Nationally to create services designed to meet the needs of a diverse Veteran population.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07, for GS-11 you must have served 52 weeks at the GS-09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Plan and organize work, create long-term plans, goals, objectives, and milestones for programs. Find and suggest ways to fix problems or handle issues that affect main program goals.

Write agency rules or guidelines, standard operating procedures (SOPs), manage projects, collect data, and basic computer programming knowledge, plus an understanding of regulatory reviews (like Joint Commission or VA checks).

Understands the medical facility's mission, goals, and structure. Communicate effectively orally and in writing.

Computer Skills - Familiar with office software (MS-Word, Excel, Outlook, PowerPoint, Visio, Teams, etc.) and VA systems (VISTA, CPRS, etc.).

Has analytical skills to interpret complex data and provide insights for leadership decisions. Understanding of VA healthcare programs, policies, and metrics.

Independently work in planning data support, developing tools, and conducting analys, with general guidance from leadership. Sets priorities and methods for consultations and project work.

Capable of managing multiple data sources (VSSC, Power BI, CDW), analyzing complex datasets (clinical, utilization), and supporting diverse stakeholders (local, VISN, National).

Knowledge of integrating data into actionable insights, developing tools, and planning projects with varied goals.

Provide data insights, consult on program impact, coordinate projects, and ensure compliance. Involves persuading or advising leadership/stakeholders on data use and program improvements.

Communicate effectively orally and in writing. Computer Skills - Familiar with office software (MS-Word, Excel, Outlook, PowerPoint, Visio, Teams, etc.) and VA systems (VISTA, CPRS, etc.).

Major Duties:

The Management Analyst role includes providing the Chief Nurse, Facility Telehealth Coordinator, Deputy Facility Telehealth Coordinator, Supervisory Clinical Administrative Specialist, and Remote Patient Monitoring- Home Telehealth Nurse Manager with objectively based information for making decisions on the administrative and programmatic aspects of the agency operations and management related to the coordination of service implementation.

The incumbent will be responsible for monitoring, data collection, analysis, and oversight of the following activities: data collection and analysis on special projects or initiatives and other regulatory requirements from the National Office of Connected Care, and performance measure data and other related initiatives for the health care system, the incumbent is independent to act and make decisions without supervision.

Duties for the position include but are not limited to: Provide support for data needs of the service on various initiatives and health care system performance measures Initiate and manage projects in programmatic areas and lead interdisciplinary groups of staff that result in significant and sustained contributions to the mission Plans, develops, and provides support for maintaining databases such as VSSC Power Bi, and local data sources related to any initiatives or projects Participates in data validation activities, compiling data summaries timely as needed by Service Leadership Collaborates with Clinical Resource Hub (CRH) leaders to evaluate the impact of the VISN program data related to the National Scorecard and program metrics Provides insight to the data analysis that would impact quality of the programs and serves as a consultant to the service line leadership regarding presentation of data to Executive leaders Adapts knowledge of databases to accommodate analytic inquiries encompassing complex data sets of clinical, educational, utilization, and outcome measures, along with ascertaining and documenting reliability and validity of data for use in operational metrics and decisions Collects relevant information from many varied sources, and develops techniques to efficiently capture and disseminate the necessary workload data Plans and/or accomplishes special projects.

Analyzing and making recommendations on individual and team workflow modifications Defines program/project goals, managing progress toward goals, and measuring their efficiency, effectiveness and achievement Provides advice and counsel to staff on data management capabilities.

Develops reports or database applications to streamline access to real time data or provide other tools to collect requested information Ensures the accuracy of information delivered including, but not limited to, technical delivery, program ownership and accountability Plans application of data systems to meet local requirements and consults with representatives of service organizations to design, implement, and maintain specific subsystems and ensures timely completion of application projects Serves as a point of contact to work collaboratively with stakeholders to meet the needs of the services and health care system Performs other related duties as assigned.
