Specialized Experience GS-09: One year of specialized experience which includes: (1) analyzing methods used to measure and define manpower and/or financial requirements to recommend process improvements; and (2) preparing reports of basic data trends regarding administrative activities.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.

(if related) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finance, or operations management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement GS 09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Specialized Experience GS 11: One year of specialized experience which includes: (1) analyzing methods used to measure and define manpower requirements to recommend process improvements; and (2) presenting reports of data trends related to administrative operation to medical treatment facility management.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

(if unrelated) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, human resources management, finances, or operations management.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Time in Grade Requirement GS 12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Major Duties:

  • Analyzes and develops methods to improve the accuracy, adequacy, and timeliness of information and information systems used for disseminating financial and statistical information.
  • Develops guidance and criteria for the collection and coordination of financial and statistical data and provides statistical presentations to Command management at all organizational levels.
  • Responsible for workload and fiscal data reported in the General Funds Enterprise Business System.
  • Analyzes, verifies accuracy, and initiate corrective action for workload and costing data within higher authority-maintained systems.
  • Responsible for the accuracy and integrity of the Command’s financial and workload data from multiple workload computer systems used to determine Command resources.
  • Researches avenues of evaluation and develops techniques suitable for assessing the Military Treatment Facility programs and processes.
