Job Description

Summary

This job involves analyzing and managing manpower, budgets, and administrative processes for a U.S.

Navy support activity in Australia, including planning for military, civilian, and contractor staff, developing contract documents, and solving operational issues.

A good fit would be someone with experience in government or military administration who enjoys coordinating teams, improving efficiency, and handling personnel matters in a structured environment.

Key Requirements

  • At least one year of specialized experience at GS-09 level or equivalent in federal, private, or public sector

Full Job Description

You will serve as a MANAGEMENT ANALYST in the US NAVAL SUPPORT ACTIVITY STIRLING The location for this position is Garden Island, Australia.

Employee's initial pay and compensation will be based upon their current duty station and/or residence as determined by the employing activity.

***See Additional Information section below for details*** Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: - Knowledge of the Chief of Naval Operations program goals, objectives, mission and functions, and administrative operations of the work center in order to assure compliance with required regulations and policies.

- Knowledge of Navy manpower management requirements that apply to military, civilian, and contractor employees.

- Knowledge and understanding of governing budgetary, personnel, resource management, and other DoD and Navy administrative policies, procedures, and regulations.

- Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations..

  • You will perform or advise on work in any of the phases or systems of manpower administration to include budget cycle execution and planning for all manpower types, i.e. military, civilian and contractor.
  • You will write or assist in the development and management of all Statements of Work SOW, Performance Work Statements PWS and other solicitation documents for contract related projects in support of Naval Support Activity Stirling.
  • You will coordinate appropriate civilian personnel actions with civilian workforce, managers, and HRO/equivalent on matters related to reorganizations, realignments, classification and billet updates.
  • You will identify problems or deficiencies; and develop and implement workable solutions.
  • You will facilitate communication and issue resolution between functional managers, HR specialists and manpower analysts.
  • You will manage a variety of administrative programs.
  • You will formulate and develop management methods and procedures and effective utilization of administrative resources.
