The primary purpose of this position is: to manage and perform comprehensive analyses of all Air University educational programs and work processes for Headquarter, Air University, Registrar Production &Support Branch, and to coordinate and provide management support and production services to improve mission effectiveness.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes knowledge and skill in applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations, knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied, skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity, and skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures.

OR EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Department of Defense (DoD), Joint Service and Air Force management engineering, organization and CPI principles, concepts, and methodologies.

Knowledge and skill in the application of AU, AETC, AF.

Joint and DoD, methodologies and management directives, principles, concepts, procedures, guidance, and policy are highly desirable Knowledge of continuous process improvement (CPI) techniques such as Process Management Professional, Lean Six Sigma, benchmarking, metric/statistical analysis, and process flow charting.

Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas related to CPI.

Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.

Ability to operate AU EEMS (AUPPS) and access or locate information through the use of a desktop computer and software program/application(s) and skill using a PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at local, MAJCOM and HQ USAF to obtain information about organizational missions, functions, and work procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Manages, Plans and Conducts comprehensive analytical studies of AU educational programs in coordination with HQ AF/AID, MAJCOM's, CSAF, AETC, and AU supporting all AU educational programs and work processes, provides management support and production services to improve mission effectiveness, resource efficiency, and AF and AU resource savings for the students, schools and processes in all AF AU PME and PCE.

Serves as a command headquarters-level program analyst and applies AF education program experience to analyze, develop, and evaluate issues and make recommendations to resolve substantive problems and issues of effectiveness and efficiency of program operations in AETC education programs.

Provides counsel and support on reprogramming of funds to the AU budget office. Receives higher headquarters" and Air Staff requests for AF education statistics: evaluates, plans, analyzes.

Provides, in conjunction with AU/A3 Academic Operations (A30) for the AU/CV, management of the Maxwell group lodging prioritization and assignment process for AU and non-AU education programs and other events dates.

Scheduled participants and requested lodging.

Serves as the designated Registrar liaison between Lodging Office and schools/units, and is responsible for de-conflicting, working with AU/A30 the lodging schedule.

Designated as the AU POC for the management of Education and Training Course Announcements (ETCA).Reviews and analyzes ETCA change requests for adherence to established Air Force criteria and posts all requested changes to the ETCA website.

Coordinates with MAJCOMs for applicable ETCA content and establishes procedures for monitoring and updating information.

Performs quarterly/annual course reviews within ETCA for updates to AU school data and general course information in ETCA and Air University Student Information System.

Makes recommendations and submits ETCA procedural changes to AETC for updates.
