Summary

This job involves helping managers in a U.S. Army public works department by analyzing how the team is organized, tracking projects and budgets, and creating reports to improve efficiency.

It's based in Germany and supports military operations on a base.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position:This Management Analyst, GS-0343-12, provides support to management officials within the Directorate of Public Works (DPW) in the form of analytical studies and reports and is located on Panzer Kaserne base in Boebligen, Germany.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience: One year of specialized experience which includes: (1) Monitoring work force structure for organizational efficiency; (2) assisting with research for organizational cost analysis; and (3) tracking infrastructure projects and/or service contractors to align organizational requirements and meet obligation strategy.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Major Duties:

  • Develop and maintain the directorate's mission and functions statements.
  • Coordinate with manpower analysts to ensure mission and functions align with the manning document (e.g., JTD, TDA, MTOE).
  • Assist in developing the annual work and budget plan based on input from the directorate's elements.
  • Initiate special actions and management improvement projects upon approval of the supervisor.
  • Execute special projects and studies, either as directed by the supervisor or as proposed by the incumbent with the supervisor's approval.
