The primary purpose of this position is: to manage NASIC's civilian education, training, and professional development programs.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: Knowledge or the capability to quickly comprehend NASIC's organizational goals, structure, resources, mission and functions and relationship within the intelligence community and the ability to alter methodologies and approaches to meet continuing program changes.
Comprehensive knowledge of DoW, Air Force, AF ISR, and NASIC education, training, and development policies, procedures, guidelines and instructions.
Sufficient knowledge of DCIPS, Title 5 and 10, United States Code, and DoDI 1400.25 volumes, to manage DCIPS education, training and development requirements.
The position requires sound judgement, leadership, ingenuity, creativity and resourcefulness combined with the ability to conceive and create successful programs in assigned areas.
Knowledge and skill in analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of Air Force or DoW missions and functions, organizational structures, and resource requirements processes are highly desired. 2.
Knowledge of or the ability to quickly comprehend Education, Training, and Development principles, policies, and practices. 3.
Knowledge of database management systems, requirements analysis, data manipulation, and extraction techniques. 4.
Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports. 5.
Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining cooperation with tact, courtesy, and diplomacy and moving them towards ownership of their objective(s) without imposing personal bias.

Ability to maintain effective relationships with management officials, supervisors, employees, coworkers, and others to ensure cooperative resolution of problems and provide effective coordination of activities; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
CONDITIONS OF EMPLOYMENT CONTINUED: 1.
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. 2.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments. 4. Work is normally performed in a regular office setting.
Work is mostly sedentary and may require long periods of time working at a desk or computer terminal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Serves as the Lead Analyst performing Education, Training, and Development functions to complex multiple mission areas supported by NASIC.
Maintains situational awareness of personnel training requirements, resource levels, personnel workload, and mission. Conducts and participates in special studies, analysis, evaluations, and research.
Leads the team in all aspects of mission execution.
Leads team in assessing its strength and weaknesses and provides leadership to the team to explore alternative methods for problem-solving and process improvements.
Serves as the Center's Training Budget manager, collects and tracks training requirements and certifies availability of funds for all training requests.
