Full Job Description

The Tibor Rubin VA Medical Center is recruiting for one (1) Maintenance and Operations Supervisor in Engineering Service directing journeymen, sub-journeymen and temporary employees.

The incumbent has full responsibility for planning, coordinating and directing a variety of related work operations involving carpentry, lock-smithing, resilient tile, masonry, ceramic tile, cement work, painting, etc.

through a foreman of each unit. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: This position involves light work, occasional lifting of 20 pounds with frequent lifting and/or carrying of objects weighing up to 10 pounds. Major Duties:

The duties of this position include, but are not limited to the following: Planning and scheduling work assignments on a long range basis (over six months) for accomplishment by units supervised within schedules and priorities established by higher level supervision.

Providing information and advice to supervisor on such matters as ability to accomplish work assignments as scheduled, budget estimates, staffing needs, and changes in techniques, standards, and facilities Investigating work related problems such as excessive costs or low productivity, determines causes, and implements corrective actions within his authority Recommending solutions to staffing problems, engineering requirements, and work operations.

Maintaining balanced workloads for subordinate work groups or units, shifting work among subordinates and units for the most effective means to evaluate progress of work and to control or reduce costs.

Scheduling and approving leave of subordinates. Setting standards of performance expected of subordinates, and making formal appraisals of the work performance.

Recommending performance ratings, disciplinary actions, changes in performance standards, and the most suitable applicants for vacancies.
