Full Job Description

This is a temporary promotion not-to-exceed one year, and may be extended. Current Hybrid and Title 38 employees are not eligible.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/17/2026.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element. The ability to do the work of a Maintenance Helper without more than normal supervision.

Examples include: Proficient in using small hand tools (such as hammers, hand saws, drills, screwdrivers, glue guns, metal shears, screw guns under guidance), measuring equipment, test devices, and instruments of the skilled crafts.

Safely operates equipment such as forklifts and pallet jacks. Reads, writes, and comprehends written instructions for the completion of work orders.

Completes preventative maintenance and basic repairs on equipment. Demonstrates basic knowledge of carpentry, woodworking, and painting techniques.

Caulking, texturing, and sanding a variety of surfaces for a finished product along with painting tools. Cutting, constructing installing, and repairing wood, composite, and wood substitute items.

Accurately uses measure tapes, squares, levels, and other rudimentary carpentry tools for furnishing installation, furniture assembly and repair, and mounting devices.

Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Materials Measuring Instruments Technical Practices Use and Maintain Tools and Equipment Without more than normal supervision Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Incumbent must exercise normal care and adhere to all safety regulations during the performance of their duties to prevent injury to him/herself, fellow co-workers, patients or visitors.

The incumbent makes repairs and installations from ladders, scaffolding and platforms. This requires him/her to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions.

The incumbent occasionally lifts items weighing more than 50 pounds. Major Duties:

Major duties include, but are not limited to: Incumbent performs maintenance and repair work order completion in the computerized work order and preventive maintenance system related to carpentry work, painting, basic furniture repair, furniture assembly, general mechanics related to equipment preventive maintenance and repair (replacing belts, batteries, bolts, screws, etc.), textile care, ceiling tile replacement and repair, and patient valuable collection/pack out.

Incumbent assists journey carpenter's workload by installing and hanging furnishing finishes to a variety of wall types which includes to determine grade level measure, cut, construct, install, repair, and modify wood, composite, and wood substitutes items where specific fit and accuracy are basic and non-complex to produce a serviceable product.

Incumbent also is called upon for work orders to repair furniture and ceiling tiles that carpenters would otherwise be requested to do.

The incumbent must have basic skills for a variety of trades, not only carpentry, but painting for assisting Painters and general mechanics for equipment repairs.

Incumbent must be proficient in the use of standard tools and equipment associated with these trades to include hand drills, power drills, hammers, power screw drivers, and an assortment of hand tools.

The incumbent must be able to read, write, and comprehend written instructions and floor plans and make simple computations and reports. Logs receipt and storage of stock.

Operates mechanized fork lifts and pallet jacks. May be required to handle hazardous or sensitive materials. Updates inventory records and prepares reports on inventory status.

Stacks, moves and arranges items on pallets considering height, weight and special handling requirements.

Ensures that proper height, weight and other load and storage requirements are met and that damage is prevented.

Receives, stores and issued Patient Assistance items or additional equipment and other material as specified.

The incumbent is responsible for receiving bulk sets of linen from the Roseburg VA finishing units in the textile care process facility and for storing the clean linens on storage racks.

Incumbent is responsible for making up individual orders for clean linen distribution to all using services within the facilities including any shipments to various Community Based Outreach Centers.

The incumbent is responsible for cleaning and sorting delivery carts prior to packing for distribution.

Incumbent receives incoming call and email request for linen orders and must retain accurate records of linen delivers.

The incumbent is responsible for packing out residential Veteran personal items upon discharge.

The incumbent is responsible for correctly collecting the valuable and other items per policy and disposing of the items via Logistics Services as outlined in policies.

Performs other related duties as assigned.
