Summary

This job involves serving as an expert in fuel logistics for the U.S.

Air Force in Europe, supporting thousands of personnel across bases in multiple countries by planning, managing, and executing fuel supply during both routine operations and emergencies.

The primary purpose of this position is: To perform as a Fuels Subject Matter Expert (SME) by performing Major Command Contingency (C-MAJCOM) staff member duties in direct support of up to 35,000 AirForce personnel serving at 9 main operating bases (MOBs) and 83 Geographical Separated Units (GSUs),operating on two continents and within 28 countries.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series, 0346.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems.

Examples of specialized experience includes knowledge of theories and principles of logistics management planning and execution.

Practical knowledge of systems subsystem and/or commodity design along with familiarity of specifications and understanding of maintenance requirements during the stages of supply chain management.

Knowledge of system concepts and design as they apply to product support integration between product support providers.

Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in system plans.

Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve plans, and in developing and modifying work methods.

Knowledge of support requirements related to the supply chain to provide coverage of funding, supply, and a variety of other technical support activities.

Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in weapons systems management with regard to sustainment programs within the supply chain.

Knowledge of contractual processes, procedures, and technical requirements sufficient to serve as a technical representative.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AF logistics information systems, policies, and procedures to include Fuels Management principles, processes, policies, concepts, and practices and similar European Union regulations governing vehicle configuration and operation on European public roads.

Ability to develop, prepare, coordinate, staff, and implement command policies, procedures, programs, and directives for a variety of fuels operations and management practices during peacetime and wartime contingency events.

Ability to gather, assemble and analyze data to prepare fuels management budget estimates for present and forecasted fiscal year for Presidential Budget submissions to Congress.

Knowledge of the Planning and Programming Budget System (PPBS) and the relationship of the system to the time-phased requirements of various reports and exhibits for the SAF, DOE, OSD, and OMB.

Knowledge of Theater Campaign Plans (TCP), OPLAN development, and development of vehicle requirements to meet component wartime planning and execution.

Skill in utilizing automated Joint Chief of Staff REPOL processing systems, ability to identify fuels support equipment that is able to support peacetime and AEF deployment operations and skills to gather, assemble, and analyze facts, draws conclusions, devise solutions to problems, and identify changes and trends in Command Fuels Management.

Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Serves as chief technical advisor and program analyst to HQ USAFE-AFAFRICA/A4R on all aspects of Fuels management and operations, planning and execution of TSP, ERI, DABS-FEV and sustainment issues and processes.

Incumbent will be the fuel management focal point to create, collect, monitor and report all issues related to AEF and BOS-I support.

Incumbent provides input and enforces command policy and management in support of fuels management personnel and command fuels assets.
