This job is for a library technician in the U.S.
Air Force in Europe, where you'll handle daily library operations like opening and closing the facility, assisting patrons with finding books and information, and managing materials when the librarian is away.

Conditions of Employment continued: Employee is in charge of the branch in the absence of the librarian.
Opens and secures the building at these times in accordance with the security checklist, reporting unusual problems or occurrences to the librarian.
When working alone, opens and/or closes the library and starts up and/or shuts down computer systems and LANs. Trains and assists lower grade employees in library procedures .
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Supports Library Technician Series 1411 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems.
Examples of specialized experience includes knowledge of library regulations, procedures, and policies related to one or more library functions or specializations; accessing cataloging records; adapting or changing bibliographic information; ordering and processing library materials such as comparing prices and services offered by competing vendors.
Knowledge of the public access catalog, periodical index, and other finding aids to assist clientele in finding information in the library's collection.
Knowledge of a variety of standard reference sources to answer ready reference questions.
Knowledge of library operating policies, circulation procedures, ready reference sources, and basic operation of user-access equipment to serve as the employee-in-charge of the library in the absence of the librarian.
Knowledge of several databases and manual files used by a large library with several specialized collections to locate material requested by patrons or borrowing libraries.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.
Knowledge of a body of standardized library rules, procedures, and operations related to one or more library functions, such as those used to maintain the collection, locate information, process library materials, or assist clientele with unusual or complex inquiries; and library operating policies, circulation procedures, ready reference sources, and basic operation of user-access equipment.
2 Knowledge of several interlibrary loan sources and standard verification and request procedures to locate and borrow items where requests are frequently incomplete or contain incorrect citations. 3.
Knowledge of programs in a general library to conduct special events, locate materials for exhibits on a given theme, and prepare announcements of events and programs for bulletin boards and employee newsletters.
4. Knowledge of one or more automated databases associated with a specific library function to support office and library operations and produce a variety of documents and reports. 5.
Ability to prepare, verify, and process material acquisition documents within budget guidelines, comparing prices and services offered by competing vendors.6.
Ability to communicate effectively, both orally and in writing, with a diverse group of individuals, using a high degree of tact and diplomacy PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
The primary purpose of this position is: To provide technical support to a librarian by performing a wide variety of public and technical services.
Serves as the principal assistant to the base librarian and substitutes as the employee-in-charge in the absence of the librarian. Usually oversees a specific area of library operations.
Duties: Under the direction of the librarian, serves as the point of contact for most technical aspects of library procurement/acquisitions process.
Ensures all procurement orders are prepared, verified, and processed in accordance with Air Force Library and Information System procurement guidelines, regulations, general library philosophies, and funds procedures for various fund sources.
Provides ready reference services to library clientele by locating bibliographic information using standard library reference tools such as guides, indexes, bibliographies, professional directories, current card catalog, CD-ROMs, and on-line databases.
Reference questions often contain inaccurate and incomplete information which may require locating outside sources such as publishers, authors, private organizations, etc.
Performs descriptive and copy cataloging where the bibliographic characteristics may be relatively difficult to determine and cataloging decisions are adapted or changed from standards to meet specific library requirements.
Administers the day-to-day operation of the circulation desk.
Organizes, plans, implements, and evaluates the circulation and loan desk policies, procedures, and processes; recommends improvements to the librarian.
Administers library programs, such as the summer reading program, children's programs, and book rental program. Oversees specific areas of library operations.
Works with the librarian to develop publicity and marketing program events, including design of flyers, posters, displays, and preparation and submission of news releases.
