Job Highlights


Get involved in a crucial part of Human Resources as our Management Analyst 5 in the Labor Relations program.

In this role, you’ll participate in the bargaining and administration of collective bargaining agreements (currently the Washington Federation of State Employees-WFSE and the Coalition) for agencywide employees.


You’ll also provide complex analysis, data, research, and consultative support to HR staff, managers, and supervisors.

You’ll be responsible for contract compliance reviews on personal service contracts for the agency as well as negotiating impacts of Demand to Bargains filed by the union because of the personal services contracts.

This position is not routine in nature, so you’ll go into each day ready to find new solutions to barriers and challenges.

Requirements

Some of what you’ll do:

  • Represent the Labor Relations Manager for bargaining on WFSE (GG and LAP) and Coalition Union negotiations and demand to bargains. During bargaining, there may be extended work hours.
  • Identify, analyze and formulate strategies to address ineffective contract Articles needing modification, replacement, or eliminated in future statewide Collective Bargaining Agreement (CBA) negotiations.
  • Research strategies, barriers and potential challenges and recommends alternative solutions to subject matter experts, LR Manager and OFM Labor Negotiators.
  • Review agency wide contract compliance on personal service contracts for the agency.
  • Analyze and negotiate the impacts of Demand to Bargains filed by the Unions as a result of the personal service contracts. Using knowledge and expertise to make decisions on complicated issues, which could have statewide and precedent setting impact.
  • Develop and/or deliver master agreement training to agency wide managers and supervisors
  • Review, and participate as a SME in updating of personnel policies and procedures to ensure appropriate use of terms and policy expectations are written to align with civil service rules, federal and state laws, and collective bargaining agreements.
  • Provide expert level technical advice and consultation to Executive Management, Managers, Supervisors, Human Resource staff in methods and strategies to resolve workplace disputes and the proper application of collective bargaining master agreements, rules, policies, and laws.
  • Determine sources of information and methods for data gathering and analysis for UMCCs, grievances, RFIs, OFM and AAG
  • Prepare for grievances, mediations, and arbitrations by analysis of cases, performing case research, and collecting and analyzing materials and information.
  • This position is not routine in nature, exercising independent judgement and using analytical thinking, conduct research for the formulation of labor relations policy and the preparation of bargaining both master contract negotiations and agency supplemental bargaining, and drafts for bargaining proposals for the agency.

Qualifications

Required:

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field

  • Five years of demonstrated experience in two or more of the following areas with a minimum of two years human resources experience and one year of supervisory experience.
    1. conducting research
    2. analyzing policies, laws, rules, or regulations
    3. conducting business analysis and developing requirements
    4. leading business projects
    5. managing business operations
    6. business policy development
    7. supervising
    8. Human Resources


  • Expert level, clear and concise writing and verbal skills with the ability to communicate with a wide audience and customers.

  • Equivalent education and/or experience.

Desired Knowledge, Skills and Abilities:

  • Experience as a human resource consultant or closely related position in increasingly responsible levels.
  • Knowledge of human resources/labor laws and rules.
  • Fiscal or payroll experience
  • Experience interpreting labor contracts.
  • Skill in dispute resolution, negotiations, and settlements of complex labor issues.
  • Experience conducting research on collective bargaining agreements, policies, laws.

For this position, telework is permitted part time. The assigned duty station for this position is Tumwater, Washington.
