Job Description

Summary

This job involves investigating complaints about unfair wages on public construction projects in Washington State, helping workers recover owed pay by reviewing records, communicating with employers and employees, and enforcing state laws.

You'll also guide junior staff and assist with training and audits to ensure compliance.

It's a good fit for someone with experience in labor investigations or wage regulations who enjoys problem-solving and supporting workers' rights.

Key Requirements

  • Six years of experience in labor/employment relations, revenue/tax collection, complaint investigations, financial audits, or interpreting labor regulations
  • OR four years as an Industrial Relations Agent 2 plus two years in relevant labor-related experience
  • OR a Bachelor's degree plus two years in labor/employment relations, investigations, audits, or related fields
  • Strong communication skills for phone, email, in-person, and written interactions to resolve disputes
  • Ability to review contracts, audit payroll records, verify benefit calculations, and apply prevailing wage laws (RCW 39.04, RCW 39.12, WAC 296-127)
  • Experience providing technical assistance, training staff, and recommending violations or filing liens

Job Highlights


As the Industrial Relations Agent 3 for the Prevailing Wage Program, you’ll have a direct impact in fulfilling the “Working” component of the agency’s Mission, making a clear contribution to our Strategic Goals of Service and Value.

In this role, you’ll provide support to Washington State workers in the form of wage recovery by investigating routine prevailing wage complaints and violations of prevailing wage laws on Public Works projects in accordance with RCW 39.04: Public Works and RCW 39.12: Prevailing Wages on Public Works and Chapter 296-127 WAC: Prevailing Wage.

Requirements

Some of what you’ll do:


  • Communicate with employer and employee via phone, email, in person, and letters to resolve prevailing wage disputes
  • Determine validity of prevailing wage complaints by applying rules and regulations promulgated under the Public Works statues
  • Verify through evidence proper calculations of usual (fringe) benefit credit in lieu of wages for various types of benefit plans
  • Review contracts between public agencies, contractors, and subcontractors
  • Review and audit of payroll records to determine unlawful payment of wages
  • File liens with public agencies
  • Recommend Notices of Violation
  • Provide direction and technical assistance to IRA 2 staff statewide in relation to difficult or complex cases
  • Review new complaints filed with the department and prepare for staff assignment
  • Participate in training new IRA 2 staff
  • Assist supervisor with audit reviews, IRA 2 check-ins, and other tasks as needed
  • Assists supervisor with staff evaluation

Qualifications

Required:


Six years of experience in one or more of the following areas:

  • labor/employment relations and regulations
  • collection of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct, audit of employer financial records
  • the interpretation and explanation of Labor and Industries rules and regulations regarding employment standards, wages and hours, and child labor laws
  • related experience


OR


A combined total of 4 years as an IRA 2, and 2 years of experience in:

  • labor/employment relations and regulations
  • collection of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct, audit of employer financial records
  • the interpretation and explanation of Labor and Industries rules and regulations regarding employment standards, wages and hours, and child labor laws
  • related experience


OR


Bachelor’s Degree

AND

2 years of experience in:

  • labor/employment relations and regulations
  • collection of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct, audit of employer financial records
  • the interpretation and explanation of Labor and Industries rules and regulations regarding employment standards, wages and hours, and child labor laws
  • related experience


OR



Associate’s Degree

AND

4 years of experience in:

  • labor/employment relations and regulations
  • collection of revenue/taxes from employers/businesses
  • investigation of complaints of misconduct, audit of employer financial records
  • the interpretation and explanation of Labor and Industries rules and regulations regarding employment standards, wages and hours, and child labor laws
  • related experience




AND

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Desired:


Knowledge of:
  • laws governing all phases of labor relations, general policies, principles and practices of labor and management
  • state wage laws and related federal laws and regulations
  • contracts and related labor relations
  • ability to apply such knowledge to mediation, arbitration and resolution
  • principles, standards and techniques of personal investigations
  • rules of evidence, auditing, accounting and bookkeeping procedure
Ability to:
  • interpret complex laws, rules and regulations
  • analyze issues involving wage disputes and formulate suggestions for compromise and settlement of disputes
  • prepare written documents
  • organize facts, arguments and conclusions in clear and logical sequence
  • gather, preserve and present material, relevant and pertinent evidence
  • exercise mature judgment in wide variety of public contact
  • travel infrequently, possibly for extended periods
