This job involves researching laws and policies, developing new regulations, and ensuring they are properly created and shared to support public safety and fair business practices in Washington state.

Under the administrative direction of the Senior Policy Manager within the Customer Service, Compliance, and Public Safety (CSCPS) division, this position is responsible for the review, amendment, proposal and promulgation of rules and policies under statutes enforced by the CSCPS division, including but not limited to chapters 18.27, 18.106, 19.28, 43.22, 43.22A, 70.79, 70.87, 51.24, 51.32, 51.48, 49.46, and 49.48 Revised Codes of Washington (RCW) and other related CSCPS laws.

This position uses knowledge of the RCW, Washington Administrative Code (WAC), and administrative policies to research and analyze law requirements.

This position is directly linked and supports Goal 4 - helping honest workers, businesses and providers by cracking down on the dishonest ones.


This position:

  • Completes legislative and policy projects for the CSCPS division.
  • Performs advanced policy and budget research and analysis.
  • Conducts rulemaking and ensures the Administrative Procedures Act and other relevant statutes are followed during the rulemaking process.
  • Conducts research projects requiring quantitative and qualitative skills and knowledge of appropriate project planning methods.
  • Works with subject matter specialists in developing rules, regulations, and policies for specific areas of the CSCPS division.
  • Ensures proper stakeholder and public input on new or changing policies and regulations.
  • Ensures proper procedures are followed in order to publish proposed and adopted regulations and policies with the Office of the Code Reviser.
  • Collaborates with other public agencies as needed.
  • Produces legislative deliverables including bill analyses and fiscal notes, legislative implementation tasks, and interim work related to legislative committees and reports.
  • Participates in committees and workgroups as needed.
  • Provides policy interpretation and guidance to internal and external stakeholders.
  • Performs other duties as assigned.

Requirements

Some of what you’ll do:

  • This position uses knowledge of the Revised Codes of Washington (RCW), Washington Administrative Code (WAC), and policies to independently research and analyze public safety and compliance program regulations and other applicable laws.
  • Apply techniques for the writing, rewriting, and editing of technical and complex material for clarity, accessibility, and usability.
  • Independently and in collaboration with technical specialists, analyze gathered data, existing laws and rules, and historical practices to develop strategic recommendations.
  • Present recommendations both verbally and in writing to managers, executives, Assistant Director for CSCPS, Deputy Assistant Director of CSCPS, and the Agency Director.
    • Explain work to, and respond to questions from, the appropriate decision-making authority level, up to and including the director.
    • Implement recommendations following approval by managers, executives, the Assistant Director for CSCPS, Deputy Assistant Director of CSCPS, and the Agency Director.
  • Composes amendments to existing WAC rule language and composes new WAC rule language to reflect approved changes and policy updates.
  • Manage rulemaking timelines in accordance with CSCPS internal rulemaking process and executive management preferences.
  • Coordinate rulemaking packages, including CR-101, CR-102, CR-105, and CR-103 filings.
  • File notices and orders with the Office of the Code Reviser and distribute hearing information and proposed rule content to stakeholders statewide.
  • Manage and update public stakeholder engagement web pages associated with assigned rulemaking projects.
  • Monitors status and communicates with programs and project teams regarding rulemaking deliverables, deadlines and process changes.
  • Develops and manages policy drafting and publishing, following L&l's internal process and executive management preferences.
  • Completes bill analysis, fiscal impact statements, and rollups.

    Including:Monitoring proposed or pending changes in business operation requirements, laws, policies and procedures, potential impact on business functions and recommend appropriate responses to assist in the implementation of those changes; and

  • Identifying problems; analyzing and evaluating operating deficiencies or difficulties; providing management with alternatives and recommended courses of action.
  • Researches, analyzes, evaluates and presents recommendations to management regarding multidimensional legislative implementation issues, which cross-departmental lines and do not have readily available solutions.
  • May testify before legislative committees or meet with external stakeholders.
  • Prepares agency request legislation.
  • Assists with interim work related to legislative committees and reports.
  • Conducts research and drafts legislative reports.
  • Represent the Department at meetings with employers, business and labor representatives and interested parties on subject matters concerning laws enforced by the CSCPS division.
  • Provide technical expertise to internal and external customers, employers, business and labor representatives, state and federal agencies, advisory committees and workgroups on outcome decisions and actions, interpretation of laws and regulations and problem resolution.
  • Work closely with CSCPS Program Managers and staff to:
    • Ensure WAC, policies and statutory changes are made to manuals or other documents; and
    • Ensure consistency and accuracy between use and application of WAC rules, policies and procedures.
  • Prepare correspondence, reports, training materials and articles for publication.
  • Serve as backup facilitator for Public Safety Policy Steering Committee meetings, including managing agenda and taking notes.

Qualifications

Required Qualifications:

Qualifying experience will substitute for education at the rate of one year of experience for one year of education.

Bachelor’s degree involving major study in employment law, public or business administration, political science, public policy, communications, writing, English or allied field and three years of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.

A master's degree involving major study in public or business administration, journalism, communications, writing, English or closely allied field and one year of professional, or supervisory, or consultative experience writing or evaluating for compliance with departmental standards and legal requirements.

Helpful relevant experience includes:

  • Experience conducting research and analyzing policies, laws, rules, or regulations.
  • Knowledge of state public safety and workers compensation program laws and rules, and the state budget process.
  • Understanding of the legislative process.
  • Ability to interpret complex laws, rules, and regulations.
  • Ability to create and maintain productive working relationships with external stakeholders including legislators, attorneys, stakeholder group representatives, and members of the public.

Preferred/Desired Qualifications:

Knowledge of and experience applying laws, rules, policies and procedures.

  • In the preparation of written documents or oral presentation, ability to communicate complex information concisely and effectively, organize facts, arguments and conclusions in clear and logical sequence.
  • Ability to organize and complete special projects.
  • Ability to prioritize and manage work schedule and work independently.
  • Experience conducting rulemaking.
